Germany – Engineering services – Erweiterungsneubau Ganztagesbetreuung Sichelschule Balingen - Technische Gebäudeausrüstung, Anlagengruppe 4+5

Within the procurement procedure according to VgV, a suitable office is being sought for the planning of the Technical Building Equipment, Plant Group 4+5 for the implementation of the extension and new construction of the Sichelschule in Balingen. The City of Balingen intends to construct a new building on the site of the listed Sichelschule, Behrstraße 28 in Balingen, to fulfil the legal entitlement to all-day care for primary school pupils from the 2026/2027 school year. This new building will cover the missing space requirements for the primary school and will be used for the all-day care of primary school children. The placement of the new building, as a standalone structure east of the main building of the Sichelschule and the former teacher's residence, and the adjacent Hermann-Berg kindergarten, connects the existing building ensemble, closes the courtyard, utilises existing structures such as the canteen, by directly "docking" onto it, and allows visual contact from the inside to the outdoor area / playground, which again simplifies the future care situation. To achieve the shortest possible routes and to ensure connection to the existing infrastructure, a bridge connection over two floors has been planned, which also creates a barrier-free access to the Sichelschule via the lift in the new building. Oriented towards the educational concept, as well as the design requirements and conditions of the site, a freestanding, partially basemented 4-storey new building plus attic has been designed, which, in its form and design, modestly connects with the listed 100-year-old school, aligns with it, and takes it into account. The design provides for a hybrid structure for the building, a mixture of reinforced concrete construction and timber construction, masonry, with extensive greening of the flat roof and the pitched roof is to be equipped with a PV system. The entire school campus is a listed monument. The school building and the teacher's residence are two separate cultural monuments according to §2 DschG. The new building must be "docked" to the Sichelschule with a connecting bridge, taking this into account. The connection to the old building will be coordinated in detail with the monument protection authority. In terms of construction, it must be assumed that there are limited / cramped spaces for the construction site set-up. The construction site or the entire measure will take place during the ongoing adjacent kindergarten operation (KiGA Hermann-Berg) and ongoing school operation at the Sichelschule and care operation in the teacher's residence. The architectural services will be planned by the Building Authority Balingen. External specialist offices will be commissioned for structural fire protection, building physics, building and room acoustics, energy consulting, as well as geology and construction. The services of the Technical Building Equipment comprise two construction phases, which will be billed separately. A: Planning of the TGA for the extension and new construction including connecting bridge and heating centre B: Planning of the transfer station for the existing buildings of the school campus. The building application is to be submitted in April/May 2026. Planning documents will be made available for the 2nd phase. Two funding applications have already been submitted for the new building. A KfW funding is to be applied for during the course of the project. According to the current status, the start of construction for the excavation is planned for autumn 2026 and the start of construction for the shell is planned for spring 2027. Completion and settlement must be completed by the end of January 2029. If this deadline is not met and the funding mentioned below is lost, damages claims will be made by the cause/s of the delay. The planning should start directly after the order. The building temperature control will be carried out via a heating system (Sub-project A), which is sufficiently dimensioned to realise the connection of all existing buildings (see above) with the new building. The following buildings are to have transfer stations (Sub-project B): Sichelschule, Sichelhalle (gym), teacher's residence / media library / kindergarten Hermann-Berg-Straße. To supply all buildings of the school campus, a district heating network is to be constructed. This includes the old school building including the gym, the teacher's residence (which houses part of the care area and part of the kindergarten on the ground floor plus 4 apartments on the 1st and 2nd floors), the Hermann-Berg kindergarten and the new building as an extension of the Sichelschule for the primary school and all-day care. KGR 440 + 450: - Electrical installations and lighting as required. - A building automation system is planned - A lightning protection system is required on and in the building as well as the bridge and the connecting roof - Extension of the existing locking system to include the new building; possibly implementation of a complete solution - Extension of the RWA and ELA systems according to requirements - Emergency lighting is to be provided in accordance with regulations - IT rooms are to be planned according to requirements. Currently, approximately 6.9 million EUR gross (of which approximately 380,000 EUR for the structural space extension of sub-measure B) is estimated for cost group 300. The costs of KGR 440 + 450 amount to approximately 1.2 million EUR according to the current status. The total gross floor area is approximately 1,560 m² (basement: 340 m², ground floor: 420 m², 1st floor: 300 m², 2nd floor: 290 m², attic: 205 m²). The total gross volume is 7,450 m³.
