The subject of this tender is the cursory and in-depth examination of expenditure reports of grants pursuant to Sections 23, 44 BHO within the framework of various non-construction grant programmes. The contractor is to check whether the expenditure reports meet the requirements set out in the grant notification (including the supplementary provisions) and whether the grants have been used appropriately according to the information in the expenditure report. The examination is limited to the administrative examination of the expenditure reports. The technical examination to achieve the purpose of the grant is not the subject of the contract. This will be carried out by the contracting authority. These are grants within the meaning of Sections 23, 44 BHO, which have been granted as project grants as non-repayable grants predominantly in the form of co-financing. In individual cases, grants have also been granted as fixed amount or full financing and on a cost basis. A guide and sample checks for cursory and in-depth expenditure report checks are attached to the tender documents as an annex to the specification.
