Description

The subject of the order is the provision of a service for: "Collection and transport of non-segregated (mixed) municipal waste and selectively collected municipal waste, as well as collection, transport and disposal of selectively collected municipal waste from property owners residing in the area of the City of Przeworsk", in order to achieve appropriate levels of recycling, preparation for reuse and recovery by other methods, as well as to reduce the mass of biodegradable municipal waste disposed of, in accordance with the provisions of the Act on maintaining cleanliness and order in municipalities, as well as the regulation and detailed regulation. 4.2. The detailed scope and manner of implementing the subject of the order is specified in Annex No. 1 to the SWZ – Description of the Subject of the Order (DZO) and the Contract Template, which is Annex No. 2 to the SWZ. In the case of this procedure, the Purchaser has waived the division into parts because it considered that there is no need to award this order in parts. The entire order constitutes a uniform, thought-out, and continuously interwoven sequence of actions of a very similar nature, the implementation of which by one Contractor ensures coherence, recognizability, and maximum effectiveness. Dividing the order would create communication and quality problems, significantly increase the risk of failing to meet deadlines, and increase the costs of the actions undertaken. Dividing the order would result in excessive costs of executing the order or require excessive simultaneous engagement of human resources to coordinate the actions of different contractors implementing individual parts of the order, which could threaten its proper execution. The execution of the order requires the possession of the appropriate authorizations. Furthermore, the collection and disposal of waste within the framework of a comprehensive contract should be a safe and beneficial solution from the point of view of the municipality and the stability of the municipal waste management system in the municipality. The announcement of the order within one variant should also be more beneficial for potential contractors, which may contribute to increasing competitiveness and complex offers, which may translate into real financial benefits for the residents and the Municipality as the Purchaser. 6.1. Contractors who meet the participation conditions in the procedure concerning: 6.1.1. the ability to operate in business; the Purchaser does not specify the condition in this respect. 6.1.2. authorizations to carry out a specified economic or professional activity, if this results from separate provisions; the Purchaser specifies that the above condition will be met if the Contractor demonstrates that it has: a) an entry in the register of regulated activities in the field of collecting municipal waste from property owners, as mentioned in Article 9b of the Act of 13 September 1996 on maintaining cleanliness and order in municipalities (Journal of Laws of 2021, item 888 as amended) in the field of all types of waste covered by this procedure, b) a current entry in the register of entities introducing products, packaged products and managing waste (BDO register) in accordance with the requirements of the Act of 14 December 2012 on waste (Journal of Laws of 2021, item 779 as amended); 6.1.3. economic or financial situation; the Purchaser does not specify the condition in this respect 6.1.4 technical or professional capacity in the field of: a) the Purchaser specifies that the above condition will be met if the Contractor demonstrates that in the last 3 years before the deadline for submitting offers (and if the period of conducting business is shorter – in this period), it has (and in the case of recurring or continuous services, it still provides) properly: at least one service provided on a continuous basis for a minimum of 12 months, involving the collection and disposal of municipal waste in an amount not less than 4,000.00 Mg.
