The BEW Berliner Energie und Wärme GmbH aims to offer fully climate-neutral district heating by the year 2035. This requires a comprehensive transformation of all major Berlin sites. In the east of the city, the Klingenberg heating power plant in Berlin-Rummelsburg supplies over 300,000 households with electricity and heat. The Klingenberg Hydraulik & Elektrik [KLBB] (formerly Backbone) project is part of the program at the Klingenberg site and makes an important contribution by ensuring the timely provision of new electrical and hydraulic infrastructure for the commissioning of future generating plants. In the hydraulic area, the project is responsible for the construction of a new future-proof district heating pump station. The procurement project includes the planning, construction and commissioning of the district heating pump station as well as the media connection to the generating plants. The district heating pump station has the function of feeding heat into the two district heating networks: into the Klingenberg/Lichtenberg district heating network (FV Kl/Ln) and into the Friedrichsfelde heating network (HN Ffde). The district heating pump station also serves as a coupling of the HN Ffde with the FV Kl/Ln. The heat for the HN Ffde can thus be provided from the Klingenberg heating power plant and/or from the Marzahn site. In this context, it must be ensured that safety-relevant facilities are supplied without restrictions and without interruption.

The scope of services for the turnkey construction and commissioning of the pump station includes, among other things, planning services, district heating water pumps, civil engineering and building services (including technical building equipment, foundations, steel construction), pressure maintenance systems, heat exchangers, distribution system for network connections and for connecting the generators, pipelines and fittings, ventilation system for dissipating waste heat, local control technology for connection to central control technology, electrical supply and distribution as well as the distribution in the plant heating network incl. house connection stations. The scope of services for the turnkey construction and commissioning of the media connection includes, among other things, planning services, civil engineering and building services (foundations, steel construction), pipeline construction work as well as E- and control technology connection.

Project development model: The subject of the contract is a uniform construction contract in the form of a turnkey EPC contract including a preceding cooperative planning phase (ECI) and – upon reaching the contractually defined milestones – the subsequent execution and commissioning phase. The cooperative planning phase does not serve to re-determine the procurement requirement, but to specify a minimum scope of services described in the tender documents and to optimise execution details, deadlines and costs within the procurement law-defined performance limits. The results worked out in the planning phase (in particular costs, deadlines and technical solutions) specify the award and contract parameters already predefined in the tendering procedure and are based on the price and remuneration mechanisms defined in the tender documents. The award includes the entire EPC/turnkey contract including the planning, execution and commissioning phase. The transition to the execution phase takes place after completion of the planning phase by exercising a contractually provided performance call-off (Go/No-Go mechanism) on the basis of the results achieved in the planning phase.
