Finland – Procurement consultancy services – Julkisten hankintojen kilpailuttamispalvelut (DPS) 2026–2030

The subject of the procurement is the competitive tendering of public procurement services for the random needs of VTT's procurement organisation. VTT will establish a dynamic purchasing system (hereinafter DPS), within which the contracting authority will tender public procurement services. The tenders concern service and supply procurements, IT procurements, and construction-related tasks. The procurements fall within the scope of the Act on Public Procurement and Concession Contracts (1397/2016) as national or EU threshold-exceeding. The dynamic purchasing system is divided into three sub-areas: 1. Services/Goods (JYSE terms for Services/Goods) 2. IT procurements (JIT terms) 3. Construction-related tasks (YSE and KSE terms) The subject of the procurement is described in more detail in the procurement notice documents. During the validity of the DPS, all interested suppliers may submit an application to participate in the DPS. The DPS is valid until the date stated in the procurement notice, unless it is terminated or amended during its validity. Procurement contracts may be valid for a maximum of until the end of the DPS. The need for the service is random, a maximum of 50 000 € per year (VAT 0%). The estimated total value of the dynamic purchasing system is a maximum of 250 000 € (VAT 0%).
