Subject and Scope of the Contract

With the present tender, a general planning team is sought that will assess the feasibility of Subproject 3b and ultimately consolidate the results in a master plan for the entire site. The VBZ site at Luggwegstrasse is a central pillar of Zurich's tram infrastructure and serves a strategically important function as a workshop and operational site. The existing buildings from the 1970s and 1990s have a considerable need for maintenance and adaptation. At the same time, operational requirements are increasing with the fleet expansion and the upcoming revision cycles. To ensure future performance, the site will be modernised in phases and expanded with additional depot and revision capacities. This will create a robust, future-proof infrastructure site with long-term usage prospects.

The Verkehrsbetriebe Zürich (VBZ) and the Amt für Hochbauten (AHB) conducted a planner selection procedure in the years 2021/22 to determine a general planning team for the development of a Strategic Planning and Feasibility Studies of the VBZ site at Luggwegstrasse in Zurich-Altstetten and further sites. The aim of these investigations was to define the future development steps of the VBZ on the site. Due to the large scope and high complexity, the studies were divided into subprojects:

–Subproject 1 (TP 1) – VBZ Requirements: Completed

–Subproject 2 (TP 2) – Strategic Planning: Completed

–Subproject 3 (TP 3) – Feasibility Study, subdivided into:

–TP 3: Overall thematic areas of the entire site: Completed

–TP 3a: Prioritised construction projects; provision and revision facility, overall track layout: Currently in progress; results are expected in autumn 2026

–TP 3b: Overall refurbishment and expansion of the main building, central workshop, logistics hub, administrative and office spaces, as well as staff restaurant; new construction of the railway service centre including workshop for Grün Stadt Zürich (GSZ); heat storage for the Elektrizitätswerk der Stadt Zürich (ewz); master plan for the entire site
