New establishment and operation of "RadlLand Bayern" The Free State of Bavaria intends to completely redevelop and subsequently operate the cycling portal "RadlLand Bayern". The current system, consisting of a web portal, cycling route planner, data platform and various interfaces, is to be technologically modernised, functionally expanded and designed for permanent operational safety. The contract includes all services for the planning, development, integration, commissioning and further development of the entire system.

1. Scope of Services

The contractor (AN) is to technically rebuild RadlLand Bayern and subsequently operate it over several years. The central components of the service are:

• Establishment of a central data and geoservice platform,

• Provision and integration of a cycling routing engine,

• Import, processing and ongoing maintenance of various cycling-relevant data sources,

• Development or complete reconstruction of the web frontend including interactive map functions,

• Provision of interfaces (API, widget, iFrame) for internal and external use,

• Setup and configuration of all system components on the infrastructure of the IT service centre of the Free State of Bavaria (IT-DLZ),

• Taking over application care, monitoring, support processes and system maintenance.

• The APIs required for the existing app "RadlPlaner Bayern" are to be provided; the app itself is not part of the tender.

2. Functional and Technical Requirements

The functional requirements include in particular the areas of:

• Data import and harmonisation from different sources,

• Location search and geodata processing,

• Map matching and routing functionalities,

• Provision of external interfaces for municipalities and third parties,

• Complete reproduction of the current website, supplemented by new functional modules.

The operational requirements include:

• Central user and role management,

• Ensuring performance, availability and IT security,

• Implementation of ISMS and backup processes,

• First-, second- and third-level support,

• Monitoring, reporting and documentation,

• Implementation of CI/CD processes,

• Compliance with IT-DLZ guidelines.

3. Project Structure and Timeline

The implementation phase is expected to run from April to December 2026. It is divided into six milestones – from a functional prototype on the staging system to productive acceptance. The live switch is planned for 01.01.2027. Operation is initially planned for the years 2027 to 2031, with two optional extensions of two years each. The AN assumes regular coordination, further development and maintenance of all system components throughout the operation.

4. Project Organisation and Collaboration

The AN provides a qualified project organisation. Expected are:

• an overall project management with decision-making authority,

• sub-project management for IT/back-end development and front-end development,

• a development team for implementation and further development,

• regular status meetings, workshops and management reviews,

• preparation and conduct of training for the client's staff.

The project will be implemented in a hybrid approach: milestones structure the overall process, while the implementation of individual modules takes place agilely.

5. Documentation and Acceptance

The AN provides complete technical documentation, records requirement statuses in the client's online tool and maintains all interface, architecture and operational documentation. Releases and acceptances take place on a production-like staging system. The basis for acceptance is completeness, correct function, performance and user-friendliness.

6. Further Development and Operation

For the operating period, the AN provides guaranteed developer capacities (120 h/month) and an annual additional contingent (1,000 h) for further measures. Regular operation includes updates, bug fixes, security measures, monitoring, support and documentation maintenance. The client bears the hosting costs; the technical operation in the IT-DLZ is the responsibility of the AN.
