The framework agreement aims to establish the terms governing the subsequent contracts to be awarded for the following services (non-exhaustive list): - At the level of the overall project: * Design study up to AVP, * Contribution to the preparation of the ZAC implementation file, * Feasibility study of a renewable heat / energy production solution, * Preparation of the water law file, * Consultation, * OPC. - Then according to a breakdown into two distinct operational sections: * Design study from PRO and up to the execution of the works and the delivery of the viability works, * Assistance in the selection of property operators, * Drafting of the CCCT with CPAUPE and lot files, * Approval of urban planning permit applications, * Consultation, * OPC, * Assistance in the selection of developer-operators, * Assistance to the project owner in the prefiguration of public spaces, * Assistance and preparation of the subsidy application file, type of financial aid heat fund. The framework agreement also aims to establish the rules relating to the purchase orders that will be issued for the implementation of certain identified services in the contract. The overall estimated budget allocated to the works is: 3 719 000 € HT (value May 2025). Restricted procedure.
