Those listed in sections 5.1.12 are in UTC format (do not consider the +02:00). --------------------------------------------------------------------------------------------------------------------------------------------------------------- This is a Defence or Security Contract. --------------------------------------------------------------------------------------------------------------------------------------------------------------- TECHNICAL DESCRIPTION: DGA TT prepares 140 sources from Lanthanum oxide, the activity and geometry of which are specially optimised. The project's need is: - The deinstallation of the current system - The design and installation of a new remotely controlled automated system - And its preventive and corrective maintenance in operational condition for a period of 5 years. The system must allow, in a contaminating and acidic environment, to carry out in an automated way the dissolution, dilution, measurement and conditioning of Lanthanum while guaranteeing the radiological safety of the users. -------------------------------------------------------------------------------------------------------------------------------------------------------------- Pursuant to Article R 2313-2 of the Public Procurement Code, the contract may include one or more optional tranches according to the modalities that will be explained in the consultation file. The services subject to optional tranches may be added to the services ordered on a firm basis. The purchaser reserves the right not to order these tranches. Services on provision: Pursuant to Articles R2372-19 to R2372-21 of the Public Procurement Code, the contract may present significant technical uncertainties, it will include a part on provision for the potential purchase of supplies and services that could not be precisely defined in the initial contract. The structure of the contract (tranches, posts, ...) may evolve if necessary during the negotiation. --------------------------------------------------------------------------------------------------------------------------------------------------------------- Candidates must specify whether they are applying individually or as a group. --------------------------------------------------------------------------------------------------------------------------------------------------------------- The composition of groups may be modified, and it is possible to form new ones between the submission of applications and the end of negotiations if all the members of the new group, presented at the stage of offers, have been authorized at the stage of applications to submit an offer or to participate, at least as an accepted subcontractor in the application phase. The newly formed group must meet the requirements relating to the capacities of the candidates. In addition, the provisions of Articles R2142-23 and R2342-14 of the CCP apply. It is prohibited for candidates to submit several offers for the contract by acting at the same time: 1. as individual candidates and members of several groups; 2. as members of several groups. --------------------------------------------------------------------------------------------------------------------------------------------------------------- Signature of documents: Documents in the application file requiring a signature must be signed electronically by a person authorized to commit the company (with the name, first name, and title of the signatory indicated). If the signatory of the documents does not appear in the public information via the SIREN number (or the equivalent document for candidates established abroad), any document attesting to the signatory's ability to commit the company will be provided. As for electronic files, a signed zip file does not count as a signature of the documents it contains. Each document for which a signature is required must be signed electronically and separately by a person authorized to commit the company (cf. Tender submission modalities mentioned in section 2.1.4). A scanned handwritten signature cannot replace the electronic signature. All members of the group must opt for the electronic signature formation. ----------------------------------------------------------------------------------------------------------------------------------------------------------------- The provision of all the elements/documents listed in sections 2.1.6, 5.1.9, 5.1.12 is essential, on pain of rejection of the economic operator's application. Documents submitted in support of applications in a language other than French must be accompanied by a translation into French. Only the French version is authentic. ------------------------------------------------------------------------------------------------------------------------------------------------------------------ The procedure remains open to subcontractors (subcontractors or subcontractors not having the character of a subcontractor) from third countries.
