Finland – IT services: consulting, software development, Internet and support – IT-asiantuntijapalvelut 2026

The subject of the procurement is a framework agreement for IT expert services in the administrative sector of the Ministry of Agriculture and Forestry, to which the administrative bodies participating in the procurement will each conclude their own framework agreements. The participating administrative bodies describe their current technical environment in the appendices below to clarify the objects of the procurement. Procurement units may update the description of their technical environments during the framework period. The procurement concerns the procurement units (agencies) listed below. The subject of the procurement is a framework agreement, which has 6 sub-areas:

- Sub-area 1, Application Development and Maintenance: Procurement of expert resources for the development and/or maintenance of information systems and expert resources related to information platform and geospatial solutions.

- Sub-area 2, Cloud Services: Expert resources for cloud services and resources related to their technical integrations and other technical tasks of cloud services.

- Sub-area 3, Quality Assurance: Unit, integration, system and acceptance testing of the development and/or maintenance of information systems.

- Sub-area 4, IT Expert Services: Individual expert resources for the expert tasks of developing and/or maintaining information systems, expert resources related to the development and maintenance of the technical environment, and expert resources related to information platform and geospatial solutions.

- Sub-area 5, IT Management Expert Services: Katakri and cybersecurity audits, expert resources related to the information and cybersecurity of information systems and auditing, and other IT management-related consulting services.

- Sub-area 6, Comprehensive Procurement of IT Services: IT services for the development and/or maintenance of information systems procured as a comprehensive delivery. The procurement may also include the procurement of licenses or usage rights.

Note. If a candidate is selected for sub-area 1, the candidate cannot be selected for sub-area 4 or sub-area 5. If a candidate is selected for sub-area 4, the candidate cannot be selected for sub-area 1. If a candidate is selected for sub-area 5, the candidate cannot be selected for any other sub-area.

By IT expert services is meant expert work related to the development and maintenance of information systems, which requires familiarity with the nature of the operations, operating environment and other multi-level general requirements of the customer agencies. The subject of the procurement may be both the need for new systems and expert services and comprehensive services for the maintenance and development of existing systems. For clarity, it is stated that AI solutions related expertise requirements may be associated with all sub-areas in accordance with the technological guidelines of each procurement unit participating in the joint procurement.
