Description

The Finnish Customs (also referred to as the Procurement Unit) is procuring maintenance and development services for the Ratas system. The Ratas system is described in more detail in Annex 1 "Description of the object to be maintained". Ratas is an existing information system, the continuity of operation, usability, information security and controlled development of which are crucial for the Procurement Unit's operations. The system has been developed in phases according to the current operating model. The objective of the upcoming procurement is to form a long-term service model that ensures high-quality maintenance of the system and enables necessary changes and continued development in a controlled manner. The primary objective of the procurement is to ensure: • the system's continuous usability and operational reliability • efficient disturbance management and problem-solving • maintenance of the system's technical environment • secure and controlled implementation of changes • preservation of necessary documentation and expertise • support for the client in managing the system's lifecycle. The service initially includes the following components: Maintenance Services • continuous maintenance of the system • reception, analysis and resolution of disturbances • handling of service requests • problem management • version and change management • technical maintenance of the operating environment • cooperation with infrastructure and other suppliers. Application Support and Technical Management • ensuring the technical operation of the application • management of application components • technical advisory and expert support • monitoring of performance and capacity • maintenance of information security. Further Development and Changes • small-scale development measures • corrective and preventive changes • functional development needs • technical debt management. The main objective of the procurement is not extensive development work, but to support the management of the system's lifecycle and the success of the maintenance service. The further development component of the service is a supplementary area. Its objective is to enable necessary changes, corrections and limited development needs without separate extensive arrangements. The Ratas system is planned to be further developed in the coming years by integrating it with the European Travel Information and Authorisation System (ETIAS) and updating the Ratas system's user authentication with a modern solution. The objective of the expression of interest is to identify a limited number of candidates from the market who have sufficient expertise and capacity to provide maintenance and development services for the Ratas system. The Ratas system is scheduled to be replaced in the first half of the next decade. The details of the procurement of the replacement system have not yet been decided.
