The Conciliation Board for the Equal Opportunities for Persons with Disabilities Act (SchBGG) has the task of resolving conflicts between persons with disabilities and federal public authorities, and in certain cases with private entities, out of court. To do this, it must provide barrier-free and low-threshold access to conciliation procedures. The target group has very different communication needs – from persons with visual impairments who require screen readers, to people with hearing impairments who communicate using German Sign Language or in writing, to persons with cognitive impairments who rely on Easy Language. Applications reach the office via various channels, in text form, by transcript or via sign language interpreter services (SQAT). The case processing system (VBS) to be procured must meet the diversity of communication needs and channels. Each of the communication channels must be fully barrier-free and able to be integrated into the digital workflow. The VBS should use a continuous digital process chain to meet these challenges and at the same time meet the highest standards of accessibility according to the BGG, BITV 2.0, and the relevant technical standards. In particular, when processing health data, it is essential to consistently comply with the GDPR requirements and high standards of information security. The central objective is to shorten the administrative processing time and improve the quality of the procedure through automation and intelligent system management, so that persons with disabilities can obtain their rights more quickly and effectively. The system must be flexible enough to address the individual needs of each case, handle the increasing number of cases, and adapt to future legal changes and expanded responsibilities. The core of the framework agreement is the VBS license package as a "Software-as-a-Service" (SaaS) model and the associated ongoing costs for the use and maintenance of the VBS. Since market-standard software solutions are often not fully barrier-free, the SchBGG is willing to pay for one-time development services to achieve full accessibility. In addition, there are further components. These include one-time costs for bringing the system into operational readiness and costs for optional calls within software-related services as well as training. The framework agreement has a term of two years from the date of award, with two options to extend by one further year each. With the framework agreement, the SchBGG is entitled to demand-driven calls for designated services. The decision on the number of services to be commissioned lies solely with the SchBGG.
