Description
The subject of the tender is the supply, installation and operational handover of land-based infrastructures for the inland AIS system at a total of 18 locations along the federal waterway Neckar. The measure serves to expand the existing inland AIS service, which already comprises 120 stations nationwide. The new stations will be erected at existing lock and technical buildings. At most locations, joint accommodation with existing facilities of the Nautical Information Radio (NIF) will take place. The scope of services is divided into supply, installation and testing services. The contractor will provide the complete supply, the professional installation and the operational handover of all components for the land-based inland AIS infrastructure at 18 locations along the Neckar.
Supply services: The supply service essentially involves the provision of telescopic antenna masts including all necessary fastening elements. In addition, the contractor will supply high-performance VHF omnidirectional antennas for AIS and NIF radio, as well as high-precision GNSS antennas including the associated reserve antennas. For signal transmission, low-loss coaxial antenna and adapter cables will be provided, with special Cellflex lines being used for longer cable routes. The accommodation of the technology will take place in new 19-inch equipment racks, which, depending on the location, are designed as combo colocation racks or in standard version. Finally, the supply includes the active system components such as AIS base stations, network switches and IP power switches, as well as all installation material from power to data lines.
Installation services: As part of the installation services, the specialist personnel will erect the masts and antennas while strictly complying with all distance and height specifications. The craftsmen will construct the necessary wall and roof penetrations and seal them with standard-compliant fire barriers and weatherproof seals. All cable routes will be laid in order and permanently labelled. At the affected locations, the contractor will dismantle the old cabinets, integrate the existing NIF radio components into the new cabinets and put them back into operation. As part of the dismantling work, the contractor will take over the professional, environmentally compliant and complete disposal of all dismantled old cabinets and no longer needed old materials. The new 19-inch cabinets will be fully assembled, properly grounded in accordance with EMV and professionally connected to the on-site power supply and existing UPS systems.
Testing and additional services: Before the installation of the antenna systems, the contractor must submit a qualified structural safety certificate for each location. After the installation, a metrological quality inspection of the antenna systems will be carried out to prove the required limit values of the signal quality. A qualified electrical specialist will also carry out the legally required DGUV Regulation 3 first inspection and document it with test protocols and plates. For all height work to be carried out, the contractor will independently provide the necessary scissor lifts. The contract concludes with the handover of a complete, digital project documentation on five USB sticks within two weeks after successful commissioning.
