This framework agreement for subsequent contracts concerns design and works supervision services for networks within the Communauté de communes territory. The following are concerned:

- For drinking water, the drinking water networks for which extension, reinforcement or renewal will be considered, without diameter restrictions. The works may include the implementation of structures connected to the networks (metering, overpressure, etc.), but in no case treatment structures.

- For sanitation, the networks for which extension, securing and rehabilitation, with or without trench, will be considered, without diameter restrictions. The works may include the implementation of structures connected to the networks (pumping stations, storage tanks, etc.), but in no case treatment structures.

The services that can be carried out under this framework agreement are defined in the CCTP of the framework agreement. The framework agreement sets out the terms governing the contracts concluded on its basis, known as "subsequent contracts". Subsequent contracts are intended to be concluded as needs arise. The general provisions are set out in the framework agreement and the specific provisions for each operation will be indicated in each subsequent contract. Written documents relating to subsequent contracts specify the characteristics and the terms of execution of the requested service which have not been set out in the framework agreement.

The design and works supervision tasks that may be entrusted under subsequent contracts are as follows:

For extensions:

- Preliminary study,

- Preliminary design,

- Design,

- Partial execution (Establishment of estimated quantitative specifications),

- Assistance with the award of construction contracts,

- Approval,

- Contract execution supervision,

- Assistance to the client during the acceptance operations and during the perfect completion warranty period.

For reinforcement, renewal, securing, rehabilitation:

- Diagnosis,

- Preliminary design,

- Design,

- Partial execution (Establishment of estimated quantitative specifications),

- Assistance with the award of construction contracts,

- Approval,

- Contract execution supervision,

- Assistance to the client during the acceptance operations and during the perfect completion warranty period.

The content of these mission elements is in accordance with Articles R2431-24 to R2431-31 of the Public Procurement Code. The content of each element is that set out in Annex III of the Order of 22 March 2019 specifying the technical terms of execution of the design and works supervision tasks entrusted by public clients to private providers. Topographic survey tasks may also be requested as an additional task. The contractor or group of contractors must have the necessary skills to carry out the services, namely skills in:

- design of sanitation and drinking water networks and connected structures (studies, design studies and works supervision),

- environment,

- hydraulics,

- civil engineering,

- pumping,

- topography.

The contract is considered, under the provisions of Articles R2162-7 and R2162-11 of the Public Procurement Code, as a single-award framework agreement executed by concluding subsequent contracts with the contractor, as needs arise. The framework agreement is concluded for a period of 60 months from its notification. It cannot be renewed. The services may vary during the framework agreement period, within the following limits:

Lot 1: West Sector:

- Minimum amount: No minimum amount;

- Maximum amount: 1,200,000.00 € HT.

Lot 2: East Sector:

- Minimum amount: No minimum amount;

- Maximum amount: 1,000,000.00 € HT.
