Description
The City of Mikkeli invites tenders for the mass reception of contaminated soil from the former locomotive depot area located at Ratakatu 7, Mikkeli. The City of Mikkeli acts as the contracting authority in the project. The City of Mikkeli and VR-Yhtymä Oyj are responsible for the reception costs. The subject of the procurement is the reception and handling of contaminated soil from the Mikkeli locomotive depot area and the waste fractions (e.g. concrete, brick, asphalt, wood) contained therein. The waste fractions to be received have been identified in the tender documents. The fractions will be clarified during the excavation. The reception period is estimated to be from mid-November 2026 to July 2027. Possible soil sorting/drying may affect the reception period as the restoration contract progresses. The procurement is closely linked to the contract Mikkeli Locomotive Depot - Restoration of Contaminated Soil, which is being tendered separately. The tender is conditional, and the procurement will be implemented within the framework of the allocated budget, granted permits and PIMA decision as well as the restoration contract for the contaminated soil of the locomotive depots. The estimated value of the procurement exceeds the EU threshold for service procurements of 216,000 euros (VAT 0%). The value of the procurement is formed by the amount of contaminated soil to be excavated during the contract, their distribution into different waste fractions and the waste fraction-specific reception costs. The amounts have been presented in the tender documents. The amounts are not binding on the contracting authority, the contracting authority does not incur an obligation to deliver the estimated mass quantities. The service provider does not incur an exclusive right to the service production that is the subject of the procurement. The procurement has been divided into parts according to the waste fractions to be received. Dividing into parts enables bidders to participate in the tender within the framework of reception sites and capacities as well as environmental permits. Dividing the procurement into parts enables the selection of the most cost-effective option overall, taking into account the total costs associated with the reception and transportation of soil materials. The description of the masses is presented in Appendix 3 Description of masses for the Mikkeli Locomotive Depot reception tender. The result tables are presented in Appendix 3.1 and the photographs in Appendix 3.2. The quoted prices must be entered on the tender form (Appendix 4). The tenderer must complete the tender form with information about the tenderer and the reception site as well as the VAT-exclusive waste fraction-specific unit prices as requested on the form. In addition, the tenderer must enter the VAT-exclusive comparative prices €/t requested on the tender form for the sites reserved for the tender. The tenderer is responsible for ensuring that the price entered for the tender matches the price given on the tender form. The completed tender form (excel) must be uploaded to the section reserved for the tender. The unit prices given in the tender are binding. Any calculation errors in the tender must be corrected according to the unit prices given on the tender form (Appendix 4). The comparative price is formed from the reception fee offered by the tenderer, the weighing fee per load, the data transfer fee to the SIIRTO register and the transport costs based on the kilometres reported by the tenderer. The formation of the transport cost is described in the tender documents. Selection of service providers The procurement has been divided into parts according to the waste fractions to be received. For each waste fraction, one (1) service provider with the most cost-effective comparative price overall is selected. The same service provider can be selected as the provider of the reception service for one or more waste fractions. The total number of service providers to be selected for the framework agreement cannot be determined in advance, but it is determined on the basis of the result of the tender comparison. All service providers who meet the tender's eligibility and minimum requirements and whose tender is the most cost-effective for at least one waste fraction are selected for the framework agreement. The number of service providers to be selected may vary from one (1) tenderer to several service providers depending on how many different tenderers are ranked first by waste fraction. If a service provider is prevented from receiving a waste fraction or if examination work reveals fractions that were not previously detected during the investigation phase, the contracting authority may tender the reception of the waste fraction among the service providers selected for the framework agreement. The service provider may choose whether to participate in the internal mini-tendering within the framework agreement. The service provider is not obliged to offer reception services in the internal tenders of the framework agreement. Framework agreements will be made for the reception of masses. The contracting authority reserves the right to reject all tenders for a justified reason. The contracting authority reserves the right to additional procurement, which is essentially linked to the service production that is the subject of the procurement. The contracting authority reserves the right not to order the reception service at all if some waste fraction is not detected during the restoration contract and there is therefore no need for the reception service.
