France – Point of sale (POS) software package – Fourniture d'une solution de paiement mobile SoftPOS en mode SaaS et prestations associées

The Branche Services­Courrier­Colis (BSCC) and the Branche Grand Public et Numérique (BGPN) of La Poste wish to acquire a SaaS application solution enabling mobile face-to-face payment by Credit Card (SoftPOS). The present consultation is solely for the provision of a SoftPOS credit card payment acceptance solution. The payment acquisition function is not within the scope of the present consultation. The service must enable:

- The supply of an acceptance solution (SoftPOS)

- The integration of this solution into the La Poste environment

- Technical and functional support

- The training of La Poste administrators and users

The volumes cover two branches:

- BGPN (Smartéo – customer service representatives in post offices): between 13,250 and 24,000 active smartphones.

- BSCC (Factéo – mobile postal workers): between 200 and 20,000 active smartphones.

Across all branches, the solution is intended to cover a total fleet of between 15,000 and 44,000 active smartphones. The number of monthly transactions processed by the solution, across all branches combined, is estimated to be between 100,000 and 1,200,000 transactions per month. The processing of La Poste data, including hosting, backup and/or consultation, must imperatively be located within the European Union (EU), a country of the European Economic Area (EEA), or a country recognised as adequate by the European Union. The consultation file that will be sent to the selected service providers will specify the elements related to this requirement. The application solution must also comply with La Poste's PSSI. The geographical scope of the global market is Metropolitan France, Corsica, the DROM and the COM. The responses, documents and annexes provided by the candidate must be in French. The application solution provided must be in French. The contract is not divided into lots. The number of successful bidders is set at 1.
