Poland – Engineering design services – Opracowanie dokumentacji projektowej wraz z uzyskaniem ostatecznego pozwolenia na budowę dla zadania Produkcja energii z OZE na drodze nowoczesnej fermentacji hydrolizowanych osadów ściekowych w oparciu o zasady gospodarki cyrkularnej w Oczyszczalni Ścieków Żory.

The subject of the contract is the preparation of complete design documentation for the sedimentation node and sludge treatment with the modernization of the sewage line at the Żory Wastewater Treatment Plant and obtaining the final and legally binding building permit decision. The scope of the contract subject includes:

1. Preparation of input materials for design (including inventory of existing facilities, devices, installations and control systems intended for adaptation, expert opinions on the technical condition of existing facilities, devices and installations intended for adaptation, necessary tests and analyses).

2. Development of a concept or preliminary design including preliminary drawings, diagrams, layout concepts, technical parameters and costs, after the approval of which the main design phase will take place.

3. Preparation of design documentation in accordance with the Regulation of the Minister of Development and Technology of 20 December 2021 on the detailed scope and form of design documentation, technical specifications for the performance and acceptance of construction works, and the functional-user program (Journal of Laws 2021 item 2454), including:

a. Architectural design in the scope taking into account the specificity of construction works including:

• Layout design of the plot or land prepared on an up-to-date map for design purposes or its copy;

• Architectural and construction design;

• Technical design;

• Opinions, agreements, permits, decisions and other necessary documents, in particular the building permit decision.

b. Executive design constituting a supplement and detail of the architectural design in the scope and degree of accuracy necessary for the preparation of the subject of works, investment cost estimate, preparation of the offer by the contractor and the implementation of construction works.

c. Subject of works containing a list of basic works to be performed in the technological sequence of their performance along with their detailed description or with the indication of the bases determining the detailed description as well as with the indication of the relevant technical specifications for the performance and acceptance of construction works, as well as with the calculation and list of the number of unit items of basic works.

4. Preparation of technical specifications containing sets of requirements that are necessary to determine the standard and quality of work performance, in the scope of the manner of performing construction works, properties of construction products and assessment of the correctness of performing individual works.

5. Preparation of the investment cost estimate based on the Regulation of the Minister of Development and Technology of 20 December 2021 on the determination of methods and bases for the preparation of the investment cost estimate, calculation of planned costs of design works and planned costs of construction works specified in the functional-user program (Journal of Laws 2021 item 2458).

6. Performance of all activities of the Contracting Authority related to administrative proceedings and appearances before state and local government administration bodies in matters related to obtaining the necessary administrative decisions for the subject investment task, as well as all other agreements, permits, approvals and technical conditions and contracts related to the design of this investment, as well as to submit applications for access to data from the personal data set and declarations of the right to dispose of the property for construction purposes.

7. Cooperation with the Contracting Authority within the framework of the contract at each stage of task implementation, including support in preparing responses to questions during the tender procedure for construction works.

8. Supervision during the implementation of construction works for the subject task until the actual completion of the construction and the final settlement of the contract with the contractor. The warranty period for the design documentation is 36 months from the date of the final acceptance of the contract subject.

9. Preparation of the concept of work staging and the parallel operation plan.

2. The detailed description and scope of the contract subject have been specified in:

1) Description of the Contract Subject (DCS), constituting an attachment to the SWZ;

2) Contract template constituting Annex No. 6 to the SWZ.

3. The architectural and executive design must be complete, cover all trades and contain optimal and necessary solutions from the point of view of the purpose they are to serve.

4. The contractor bears full responsibility for the timely obtaining of agreements, decisions, rulings and opinions necessary for the proper execution of the contract subject.
