Description
This notice aims to establish a single-supplier framework agreement, with no minimum amount and a maximum amount of Twenty-Eight (28) Million €HT, for the renewal of its framework agreement for business travel for RATP EPIC staff and employees and its subsidiaries. The framework agreement is concluded for a maximum duration of Forty-Eight (48) months. The main objective of this operation is to ensure the continuity and facilitate the organisation of business travel while meeting the requirements of each of the parties, notably first and foremost the reliability of the interfaces and the transparency of tariffs. It is for RATP to propose and maintain a quality of service for its staff and employees and its subsidiaries. It is awarded in the form of a single-supplier framework agreement with purchase orders. The contract covers: - Booking and issuing transport, accommodation, vehicle rental, and ancillary service tickets, - Assistance to colleagues - Implementation of online booking tools - Consulting and optimisation services - Invoicing of services provided and activity reporting - Compliance, safety/security, sustainable development. RATP group staff are required to travel throughout the national territory, as well as abroad, as part of their professional activities. The candidate must propose a single online booking solution (SBT) for air/rail ticketing, hotel accommodation (for both individual and group travel), vehicle rental, and, where possible, the management of administrative formalities (visas, etc.). The SBT must allow the different subsidiaries of the RATP group to connect in their distinct environment (different validation circuit, different travel policy). Given that the validator may belong to another subsidiary or another country, interconnection between the different countries is however necessary. As the RATP group wishes to extend this contract to international subsidiaries, the contractor must be able to offer a network of local agencies. It is therefore mandatory to propose a travel agency with local agencies in each of the countries where the group is established. In addition, the candidate must propose an offline booking solution (travel agency/customer service) reachable by telephone and by email, offering the same functionalities as the online booking tool. This solution will also make it possible to meet specific needs in terms of booking, to handle any disputes or malfunctions, to meet the need for 24/7 emergency assistance. It must also be able to offer a VIP service. The contractor will assist users in promoting the online booking method. It undertakes to encourage and support RATP group staff (Travel Managers and travellers) to use this booking method in priority for all transactions and cases that allow it. The international mobility safety policy defines the practices for managing the risks incurred by RATP Group employees on short, medium or long-term missions, particularly in the context of the international development of the Group's companies. It establishes a country risk map from 1 to 5 (1 being the lowest risk level and 5 the highest). The procedures in force within RATP in terms of the safety of staff on mission recommend the creation of a Mission Order. In this context, certain entities of the RATP group, in particular those subject to public law (EPIC), provide for the establishment of prior authorisation for travel, which may take the form of an internal mission order. The modalities of this authorisation may however vary according to the entities of the group. It is expected that the booking tool (SBT) of the contractor will fit into this prior authorisation process, in particular by making available a summary document of the travel, which can serve as a mission voucher. This document can be generated, either via a dedicated module, or by downloading a summary file in pdf format, reproducing all the constituent elements of the trip (name of the colleague, date of arrival and departure, company used and flight numbers, name and address of hotels, validation circuit, etc.). The document can be generated at all stages of the booking process (in "draft" mode, after approval, after completion of the trip). The formal creation of the mission order, when required, is the responsibility of the internal organisation of the RATP group and does not constitute a service expected from the contractor. In the case of OFFLINE booking (via or outside the contractor's travel agency, for example: colleague invited as part of his or her missions), the tool should allow either manual entry of travel information, or, ideally, automatic retrieval of information in the SBT tool, in order to guarantee centralisation in a single database. The estimated number of transactions is 22,005.
