Description

1. The subject of the procurement is the reconstruction of the thermal conversion installation for medical and veterinary waste at the Specialist Hospital of the Holy Spirit in Sandomierz to increase its maximum capacity to 400 kg/h, thereby enabling the annual processing of a maximum of 3 200 Mg of medical and veterinary waste with a calorific value of 16 to 25 MJ/kg, and subsequently providing management and maintenance services to ensure the technical operability of the reconstructed infrastructure in exchange for the right to derive benefits (hereinafter: "Project"). 2. The contracting authority envisages the implementation of the Project within the framework of comprehensive cooperation, based on the division of tasks and risks between the contracting authority and the selected contractor, whose task will be to obtain financing, prepare project documentation and carry out construction works, and subsequently operate the reconstructed infrastructure in exchange for the right to derive benefits. The contracting authority reserves the right to participate in the aforementioned benefits generated by the contractor from the date of commissioning of the installation and the free disposal of waste heat to the contracting authority's hospital boiler room. 3. The contracting authority envisages co-financing the investment part of the Project from external funds obtained under the European Funds for Świętokrzyskie 2021-2027 Programme. 4. The preliminary definition of the subject of the procurement and the timetable for the procedure are set out in Annex No. 1 to the Notice – Description of Needs and Requirements (hereinafter also: "DNR"). 5. The procedure aims to conclude a public-private partnership agreement in accordance with the provisions of the Act of 19 December 2008 on public-private partnership (i.e. Journal of Laws of 2023, item 1637) (hereinafter: "PPP Act"). 6. The envisaged duration of the public-private partnership agreement (hereinafter: "PPP Agreement") is 13 years (including a 3-year investment phase and a 10-year operation phase). 7. Taking into account the competitive dialogue formula – the detailed scope of project works, construction works, technical solutions, the duration of the PPP Agreement, the financing model, the rules for settling remuneration and the division of tasks and risks will be defined in the Tender Specification on the basis of the arrangements made during the competitive dialogue and on the basis of the analysis and selection by the contracting authority of the solutions proposed by the contractors. 8. By the contractor and the contracting authority – should be understood respectively the private partner and the public entity in the meaning of the provisions of the PPP Act.
