Gribskov Kommune is committed to ensuring that home-dwelling citizens, who are referred to the Citizen Pathway according to the Elderly Act, Section 10, have the right to free choice between two (2) or more suppliers. Citizens who are referred to the Citizen Pathway according to the Service Act, Section 83, also have free choice between two (2) or more suppliers. In the Citizen Pathway, additional Services in the form of delegated health services are also provided according to the Health Act, Section 138. The tender also includes an option for the management of the nursing task, should the health reform result in nursing having to be integrated as part of the overall care. Gribskov Kommune has chosen to facilitate this free choice by entering into a Framework Agreement with up to two (2) private suppliers. Gribskov Kommune also provides the Citizen Pathway and Services as a municipal supplier. Citizens can choose to have the Citizen Pathway and Services provided by the municipal supplier or one of the private suppliers. After the tender, there will therefore be a total of three (3) suppliers of the solution. The prices, which form the basis for the settlement of the private supplier(s), are the prices quoted by the winning tenderer(s). The municipal supplier will, regardless of the outcome of the tender, be settled at a price that reflects the municipal supplier's average, long-term costs of producing and delivering the included Citizen Pathway and Services. During the visit, the citizen will have to choose which supplier will perform the Citizen Pathway. Based on the citizen's free choice, the Case Manager will order the task to be performed by the supplier chosen by the citizen. It is therefore not possible to guarantee the supplier a minimum turnover on the Framework Agreement, as all or part of the turnover may go to the municipal supplier or the other of the two (2) private suppliers. Citizens who, at the time of the tender's implementation, are visited and use a private supplier, must make a choice between the two (2) private suppliers who win the tendered framework agreement. Citizens who do not make a choice are distributed according to an allocation key, where the Supplier who has achieved the most points in the tender evaluation receives the most citizen referrals and the Supplier who achieves the fewest points in the tender evaluation receives the fewest citizen referrals, but at least one third of the citizens who have not made a choice. The tender material describes the task, as well as specific requirements and obligations that fall to the Supplier, in accordance with the Citizen Pathway after the Elderly Act and the Service Act as well as delegated health services (Services). The Supplier accepts all the conditions in this tender material incl. Framework Agreement Annex 1 - Specification of Requirements upon entering into the Framework Agreement and the Supplier must at any time, upon the municipality's request, be able to demonstrate or document that all requirements and obligations are being complied with. The Case Manager refers to Framework Agreement Annex 1 – Specification of Requirements for a more detailed description of the services. The annual total volume is estimated at 56,000,000 DKK excl. VAT incl. option, and a maximum volume of 68,000,000 DKK has been set. The volume is solely indicative and is based on historical figures, and therefore cannot be taken as an expression of a guaranteed future turnover.
