This procurement is being carried out as a re-tender following the cancellation of a previous tender, which was published on 26 June 2026. The previous tender (TED No. 445870-2026) was cancelled as the contracting authority assessed that there was a need for substantial changes to the tender basis. The tender concerns the delivery of comprehensive care, pursuant to the Elderly Act, Sections 5, 9, 10 and 11, which includes personal assistance and support for necessary practical tasks at home, as well as rehabilitation of physical functional impairment caused by illness, which is not treated in connection with a hospital admission. Laundry and shopping services are also included in the tender. Furthermore, the tender includes services under the Service Act, Section 83, and delegated nursing services under the Health Act, Section 138. Measures have been taken in the tender to promote sustainability, including a requirement for a transition to emission-free transport for the vehicles used by healthcare and care personnel. The municipality expects the annual contract value to be approximately 11.7 million DKK excl. VAT. The tender includes an option to purchase nursing services, which is expected to be implemented in 2028. There is currently no concrete description of how this should be implemented, as no political position has yet been taken or legislation adopted on the extent to which nursing tasks can be handled by private suppliers. For professional, market and economic reasons, the tender has not been divided into sub-contracts. The delivery of comprehensive care requires that many different professional skills be brought into play, and a significant task volume is necessary for the supplier to be able to employ staff with the necessary competencies to handle the tasks in Ishøj Municipality. Furthermore, Ishøj Municipality wishes the supplier to undertake a training commitment. A certain task volume is appropriate in this regard, so that students, trainees and apprentices can gain experience with different types of tasks. Economic conditions also speak against a division. A greater concentration of citizens within a geographical area gives the supplier better opportunities for effective route planning and reduced transport time (ATA time), which can also contribute to more competitive prices for the municipality.
