The subject of the procurement is the open supply of loss and own consumption electricity by Järvi-Suomen Energia Oy (hereinafter the contracting authority), including metering services. Additionally, the procurement includes, as an option, a service for the delivery of certificates of origin for renewable electricity. The contracting authority's loss electricity amount is approximately 49.8 GWh/year and the own consumption electricity amount is approximately 0.9 GWh/year. The reported amounts are estimates, which exhibit annual variation. Own consumption electricity is used at 56 locations. The contracting authority reserves the right to add or remove own consumption electricity usage locations within their normal variability. The hourly consumption of the contracting authority's loss and own consumption electricity for the period 1.1.-31.12.2025 will be provided as an appendix to the invitation to tender. In the procurement, the price of electricity is composed of the spot delivery of physical electricity, the analysis of power-based price fixings to reduce price risk, the supplier's margin, and Fingrid's transmission system operator's current volume-based production and consumption charges. If the contracting authority takes up the optional service for the delivery of certificates of origin for renewable electricity, the service margin and the incurred procurement cost of the certificates of origin will be added to the price of electricity. Loss electricity is treated as a single location, although in reality the amount of loss electricity is determined based on the electricity consumption of all locations, as well as production and metering. Loss electricity includes, in addition to transmission and distribution losses, all such electrical quantities that are not allocated to any specific location based on measured data (e.g. possible measurement errors, etc.). The fixed-term contract period for the procurement is 1.1.2027 - 31.12.2029. In addition, the procurement includes a two-year extension option, to be agreed jointly by the contracting parties, for the period 1.1.2030 - 31.12.2031. The use of the extension option will be agreed no later than 6 months before the end of the fixed-term period. According to case law, the procurement of loss and own consumption electricity is a matter of the procurement of energy related to energy supply as referred to in section 6, paragraph 6 of the Act on Public Procurement in Special Sectors, and thus it does not fall within the scope of the Act on Public Procurement in Special Sectors or the Act on Public Procurement. However, according to section 23 of the Electricity Market Act, the network operator must procure the loss and own consumption electricity of its electricity network in accordance with open, non-discriminatory and market-based procedures. In order to meet the above-mentioned requirements of the Electricity Market Act, the procuring entity will publish an open call for tenders for the procurement.
