Description
Enying City Council has decided to modernise the public lighting within the city's administrative area. Following the survey and the prepared modernisation plan, there are currently 1077 active elements (luminaires) operating in the settlement, with a combined nominal power of 29,238 kW. Based on the public lighting schedule, with approximately 4190 operating hours per year, the current system's annual electricity consumption is: 29,238 kW × 4190 hours = 122,507.22 kWh/year. The existing luminaires do not always meet the lighting and uniformity requirements stipulated in the relevant standard, and the system requires modernisation from a technical and energy perspective. The design of the public lighting is carried out in accordance with the MSZ EN 13201 standard series, in consultation with the municipality. As part of the modernisation, the current 1077 obsolete, mixed-design (on-off LED) public lighting luminaires will be replaced with intelligent LED luminaires, a control centre, and associated accessories. After the modernisation, the system will expand to 1077 active elements (luminaires). The Client expects that the nominal power of the modernised and expanded system will not exceed 52,848 kW. Based on the public lighting schedule, with 4190 lighting hours per year, the annual electricity consumption of the modernised system must not exceed the following value: 52,848 kW × 4190 hours = 221,433.12 kWh/year. The Supplier undertakes to achieve an annual consumption of 221,433.12 kWh/year in accordance with the above specifications. The Client is entitled to verify the points outlined here. The 1077 new LED luminaires to be installed must meet the following requirements: • intelligent design, • suitability for two-way communication, • individually, online adjustable light output, • light technical parameters in accordance with the relevant standards. The selected LED luminaires will provide the possibility of light output regulation, which enables further energy savings. The system must be suitable for control using power-line or NB-IoT communication solutions. The tasks of the control system: Measurement of the input and output voltage values of the fuses or miniature circuit breakers protecting the outgoing conductors in the distribution boards of the transformators supplying the public lighting. Transmission of the measured data to a central database. Determination of the status of the individual fuses or miniature circuit breakers based on the data. Reading and forwarding the data of the public lighting meter to the central system. Recording the instantaneous power consumption per phase. Comparison of the expected power, calculated based on the number and schedule of the luminaires on the given phase, with the actual consumption. In case of deviation, the system must distinguish between the following faults: • section fault • outage • overconsumption • daytime lighting. The status of the monitored system should be viewable on an online interface, where the current availability of the system, the current status of the devices, and the list of active faults are visible. After the new public lighting luminaires are installed in place of the existing ones, the performance of the settlement's public lighting system will change from 29,238 kW to 52,848 kW. The annual consumption, based on the reported 4190 hours of operating time and the given powers, will change from 29,238 kW × 4190 hours = 122,507.22 kWh to 52,848 kW × 4190 hours = 221,433.12 kWh. Further energy savings can be achieved during operation by using intelligent LED luminaires equipped with light output regulation. Type, quantity, and operation of the new LED luminaires to be installed, which operate with the assurance of 24-hour power supply to the public lighting network: LUMINAIRE TYPE, total output, LED colour temperature: Quantity complying with public lighting standard FULLED SL3 36W or equivalent – total output: min. 5500 lm – LED colour temperature: 3800K – 4200K – RAL: white 795 units FULLED SL3 72W or equivalent – total output: min. 11000 lm – LED colour temperature: 3800K – 4200K – RAL: white 164 units FULLED SL3 90W or equivalent – total output: min. 13000 lm – LED colour temperature: 3800K – 4200K – RAL: white 118 units Total: 1077 units. In the online system, notes can be made for each fault, faults can be assigned to maintenance, operation, or the competent authority, automatic e-mail notifications can be sent to the set addresses in case of a fault, the system can send a daily summary e-mail about the currently existing faults, faults can be categorised and assigned to users, it can be set that the operator, the maintenance company, and the municipality receive notifications about which fault categories. The installation of the luminaires can only be carried out by experts with a valid FAM (live working) certificate and a valid qualification certificate. The detailed list and description of the services are contained in the Technical/Scope of Work, which is an integral part of the procurement documentation.
