Finland – Photographic and ancillary services – Valokuvauspalvelut, puitejärjestely 2027-2028 (2029-2030)

The subject of the procurement is photography services. The services involve the consistent and purposeful implementation of various and extensive photographic sets in accordance with the visual image and photography guidelines of the City of Helsinki. The procurement will be structured into the following sub-areas:

• Sub-area 1: Architecture, built environment, and landscape photography

• Sub-area 2: Communication and marketing images, including event photography

• Sub-area 3: Photography project packages

The City of Helsinki's communication is based on the city strategy and the city's brand concept. The target groups for communication are city residents, city staff, and various stakeholder groups both domestically and internationally. The City of Helsinki uses different channels and content tailored to various target groups in its communication. Photographs are used in both internal and external communication and marketing, such as in printed materials, digital platforms, office applications, products, and external advertising channels.

The photography will be carried out in accordance with the visual image and photography guidelines of the City of Helsinki, as well as photography permit agreements. If the contracting authority has a guideline that deviates from the City of Helsinki's visual image guidelines, the contracting authority will specify the guideline to be applied in the assignment.

The users of the service are the Cultural and Leisure Services division of the City of Helsinki. The estimated total value of the procurement, excluding VAT, for a 48-month contract period is a maximum of EUR 490,000. The estimated value includes the actual contract period of two (2) years and one (1) optional period of two (2) years. The contracting authority is not committed to any procurement quantities.
