Poland – Engineering design services – Opracowanie Wielobranżowej Koncepcji Przebudowy ulicy Szkolnej i dróg sąsiednich w Pogórzu, Gmina Kosakowo oraz dokumentacji projektowo-kosztorysowej wraz z uzyskaniem ostatecznej decyzji ZRID

**1. SUBJECT OF THE CONTRACT. The subject of the contract is „Development of a Multisectoral Concept for the Reconstruction of Szkolna Street and Adjacent Roads in Pogórze, Kosakowo Municipality, and Design and Cost Documentation, Including Obtaining the Final ZRID Decision” 1. The scope of the contract includes the following tasks: 1) reconstruction of Szkolna Street in the entire road corridor, including the reconstruction of the Honorowych Dawców Krwi roundabout; 2) reconstruction/construction of Słowackiego, Stefana Żeromskiego, Majakowskiego, Broniewskiego, Marii Konopnickiej, Henryka Sienkiewicza and Juliana Tuwima streets; The territorial scope of the work is indicated for each of the TASKS on the sketches attached to the OPZ – attachments no. 1. 2. The subject of the contract is: 1) development of a multisectoral concept for the construction/reconstruction of roads covered by the subject of the contract, 2) development, based on the approved concept, of complete design and cost documentation, in particular: design documentation (building design, Executive Design, scope of works) technical specifications for the performance and acceptance of building works, investment cost estimates, as well as other works necessary from the point of view of the purpose for which the subject of the contract is implemented, 3) obtaining, on behalf of the Contracting Authority, the necessary agreements and permits for the implementation of the investment, 4) obtaining, on behalf of and for the Contracting Authority, a document authorising the commencement and execution of building works (i.e. the ZRID decision for the implementation of the road investment). Within the developed design documentation, the Contractor will obtain one ZRID decision for the entire investment plan. It is permitted to obtain a separate ZRID decision for the scope of the designed roundabout of the intersection of streets: ul. Szkolna, ul. kadm. X. Czernickiego, ul. Płk. Stanisława Dąbka, ul. Wiejskiej. 5) participation of designers in social consultations at the stage of investment design (approx. 3 meetings with the residents of Kosakowo Municipality). 6) Within the scope of the contract, the Contractor, on behalf of the Contracting Authority, will be obliged to develop, at the design stage, all applications, including for the issuance of a decision on the permit for the implementation of the road investment and the introduction of all changes or additions to the above applications, which will prove necessary in the course of the administrative proceedings or will be beneficial for the implemented subject of the contract or will be required by law. 7) The subject of the contract also includes the obligation to immediately remove defects and faults at the Contractor's expense, in particular: - preparing additional drawings and descriptions if the design documentation insufficiently explains the technical solutions, - immediate execution of corrections and additions to the design documentation, providing answers and explanations during the procedure for awarding a contract for building works conducted by the Contracting Authority within the scope of the Documentation developed by the Contractor, whereby the answers should be provided immediately, but no later than two working days from the date of the request/application for explanations. 3. The entire width of the designed road corridor should be covered in the design of the planned roads. 4. When designing the width of the road corridor, consideration should be given to the possibility of executing elements of the works without encroaching on the boundaries of the adjacent land (e.g. L-type retaining walls, slopes and their reinforcements, etc.). 5. Road lighting should be designed for each street as new or as a supplement to the existing. 6. The design should cover the entire width of the road corridor, including access to the school and entrances to all roads included in the MPZT. The design should also cover all existing and planned accesses to adjacent properties, 7. Drainage of the roads in the form of stormwater drainage with a retention-infiltration tank located at dz.137/8 is envisaged. If necessary, the tank should be enlarged or other solutions enabling the management of rainwater and meltwater should be designed. 8. Efforts should be made to locate parking spaces along the streets. 9. The design should provide for the division into implementation stages: 1) Stage I – ul. Szkolna, 2) Stage II – ul. Słowackiego, 3) Stage III – ul. Majakowskiego, 4) Stage IV – ul. Broniewskiego 5) Stage V – ul. Żeromskiego, 6) Stage VI – ul. Henryka Sienkiewicza and ul. Marii Konopnickiej, 7) Stage VII – ul. Juliana Tuwima. All documentation should be developed in a way that enables phased implementation of the works, independently of the subsequent stages. 10. Analysis and calculations of rainwater runoff should be carried out based on a hydrodynamic model (not the Błaszczyk method). 11. Efforts should be made to equip the investment with a cycle path. 12. Within the project of ul. Szkolna, small architectural elements (i.e. benches, bins, bicycle stands, bus stop shelters, information boards, planters with plants) and the development of roadside greenery in the form of perennial plantings should also be included. 13. The Contracting Authority allows for the liquidation of the entrance of Słowackiego Street to the roundabout. 14. The Contracting Authority expects design solutions aimed at improving safety in the area of the Primary School (e.g. the use of traffic lights, elevated pedestrian crossings, etc.). 15. The planned reconstruction of the Honorowych Dawców Krwi roundabout is to improve safety, capacity and functionality. All planned changes should be agreed with the road manager – i.e. the President of the City of Gdynia. 16. ul. Majakowskiego, Broniewskiego should be designed as one-way streets, with the maximum limitation of encroachment on the boundaries of private land. The detailed scope of the contract and the conditions for its implementation, including requirements regarding the scope of design and cost documentation, documentation load, have been specified in the OPZ, which is attachment no. 9 to the SWZ. Other conditions for the implementation of the contract have been specified in the PPU – attachment no. 6 to the SWZ.
