Belgium – Funeral services – Raamovereenkomst voor het ophalen, opbaren en begraven van stoffelijke overschotten voor een periode van 4 jaar

This contract concerns the collection, storage and burial or cremation of mortal remains, including civil or religious ceremonies, for deceased persons for whom Stad/OCMW Oostende is responsible. The contract applies to:

- Persons registered in the population registers of Stad Oostende, who do not have sufficient financial means to pay for a funeral, and/or whose relatives are not financially able to organise the funeral.

- Persons without a domicile in Belgium, who have died on the territory of Stad Oostende and for whom no family members or other persons act to organise or fund the funeral.

The contract must represent a maximum relief for Stad Oostende. Under relief is understood, among other things:

- The transport of the deceased within the framework of the above contract

- Good service provision and transparent communication between the contractor and municipal services

- The use of an all-in price structure that is clear and predictable.

Stad Oostende is looking for a contractor who is actively present on the territory of Oostende and who provides one fixed SPOC, who:

- Is reachable 24/7

- Is responsible for the coordination of transport, storage and ceremonies

- Is in charge of communication with relatives

- Takes care of all administrative follow-up

The contractor commits to strictly applying the Flemish legislation regarding funeral services and cemeteries, including the provisions relating to transport, storage, burial and cremation throughout the entire duration of the contract and takes into account all future changes, additions or interpretations of the legislation that are relevant to the provision of funeral services on behalf of OCMW Oostende.
