Description
The subject of the Dynamic Purchasing System (DPS) are platforms, licenses, and expert services for data management and artificial intelligence. The actual procurements are made on the basis of separate calls for tenders with internal competitions within the DPS, where the purchasing unit specifies and describes its detailed procurement needs. The procurement of platforms and licenses may, for example, target a commercial off-the-shelf software solution based on data management, software usage rights, licenses and/or an open-source software solution. The target may also include, for example, tools for data management administration, data warehouse automation, integration, analytics and reporting, as well as visualisation. The scope of expert services can be specified, for example, in the following sub-areas: • Data management and AI consulting • Planning and management of data management and governance projects • Concept, data and interface modeling as well as architecture definition • Development, testing, training, as well as planning, management and monitoring of the maintenance of ETL chains and integrations • Planning, development, testing, training, as well as planning, management and monitoring of the maintenance of data warehouses, data cubes and data lakes • Planning, development, testing, training, as well as planning, management and monitoring of the maintenance of visualisations and reporting • Development of analytics, advanced analytics, machine learning and robotics • User interface and application development (Chatbot etc.) • Definition and development of cost accounting • Definition of service, process and governance models • Selection, consulting and training of tools used in development The purchasing unit is not committed to purchasing any minimum quantity in the DPS. A procurement contract made within the DPS does not give the supplier the exclusive right to provide the service. In the internal competitions of the Dynamic Purchasing System, the purchasing unit requests a declaration from the tenderer that the tendering company, or the companies or individuals in whose ownership, control or direction the tendering company is, or its subcontractor, is not subject to an embargo imposed by the European Union or the United Nations (UN) or a freezing of assets decision, or a decision by Finnish authorities. The purchasing unit excludes from the internal tendering process tenderers who do not meet the above requirement. The purchasing unit also has the right to terminate the procurement contract immediately if the supplier is subject to any of the above-mentioned embargoes or freezing of assets decisions.
