The contracting authority will conclude framework agreements for the provision of maintenance and repair services for special equipment mounted on intervention and rescue vehicles from the fleet of I.S.U. Teleorman for a period of 12 months, dividing the procurement in this sense into 2 lots, so as to better meet the needs of the contracting authority, as well as the capacity of economic operators. The contracting authority is interested in procuring both the spare parts and materials necessary for the repair and maintenance process of the special equipment, as well as the mentioned services, these being carried out in the specialised workshops of the winning economic operators. In the course of the framework agreements, it will be taken into account that any preventive and/or corrective maintenance service will be procured only on the basis of a subsequent contract, signed by the legal representatives of the parties, within the allocated budget funds. Bidders may submit a price offer for one or more lots, detailed for each type/brand of special equipment requested by the contracting authority, in accordance with the specifications of the terms of reference. Economic operators must prove that they have at least one specialised workshop or that they have concluded association or subcontracting agreements with economic operators authorised to carry out services that are the subject of the contract. In situations where, after the award of the contract, the allocated funds are below the estimated thresholds, the contracting authority does not assume the obligation to carry out current repairs and technical inspections at the maximum value presented in the data sheet. The framework agreement, as a special method of awarding a public procurement contract, includes estimated quantities of products and services that the contracting authority considers it will subsequently procure, quantities that appear at the level of the award documentation of the respective framework agreement, the contracting authority having the obligation, subsequently, at the time of concluding the subsequent contracts, to establish the fixed quantities that will be procured on the basis of the respective subsequent contract. The preventive and corrective maintenance services and products to be procured must fully meet the minimum requirements of the technical specifications as provided for in the terms of reference. The minimum and maximum quantities of the framework agreement, as well as of the subsequent contracts, are mentioned in the terms of reference.
