Romania – Repair, maintenance and associated services of vehicles and related equipment – Acord cadru de prestari: Servicii de intretinere, constatare/diagnosticare, reglari si reparatii, inclusiv furnizare de piese de schimb si materiale de exploatare pentru autoutilajele din cadrul DRDP Bucuresti, autoutilitare 8x4 / 6x4 marca IVECO, autospeciala marca IVECO pentru transport emulsie bituminoasa, autospeciala marca IVECO pentru curatare strazi / canalizari

The services to be procured are as follows: "Framework agreement for services: Maintenance, inspection/diagnosis, adjustments and repairs, including supply of spare parts and operating materials for the machinery within DRDP Bucharest, 8x4/6x4 IVECO trucks, IVECO special vehicles for bituminous emulsion transport, IVECO special vehicles for street/ sewer cleaning." During the implementation of the Framework Agreement, a minimum of two subsequent contracts will be awarded per year. The Framework Agreement will be awarded to a single economic operator. The maximum value of the Framework Agreement = 5,687,886.40 (lei excl. VAT), of which the IMPLEMENTATION RESERVE is 1,625,110.40 (lei excl. VAT). IMPLEMENTATION RESERVE: FIXED SUM allocated by the Contracting Authority from which the values of additional quantities of spare parts, with related labour, not included in Annex No. 1 – Quantitative and Value Centraliser, can be debited. The estimated value of the smallest subsequent contract is 3,912.00 lei excl. VAT, representing the estimated equivalent of an engine revision including related labour. The estimated value of the largest Subsequent Contract is 507,847.00 (lei excl. VAT), representing 25% of the estimated annual equivalent value of the services provided. A. In accordance with art. 160 para. 1 of Law 98/2016, the deadline by which any economic operator interested in participating in the public procurement procedure has the right to request clarifications/supplementary information regarding the Award Documents is: - the first deadline is 26 days before the deadline for submission of tenders; - the second deadline is 18 days before the deadline for submission of tenders. B. In accordance with art. 160 para. 2 of Law 98/2016, the Contracting Authority sets two deadlines within which it will respond clearly and completely to all requests for clarifications/supplementary information: - the first deadline is 20 days before the deadline for submission of tenders; - the second deadline is 12 days before the deadline for submission of tenders. Depending on the complexity of the clarification requests addressed by the economic operators, for which the responses should be published at the first term indicated above, the Contracting Authority reserves the right to publish the responses to the respective clarifications at the second term set out in the Award Documents. The clarification response deadlines have been set so that economic operators have an adequate period for analysing the Award Documents and, subsequently, for preparing the tenders in light of the responses provided by the Contracting Authority. C. Any clarification request submitted after the date mentioned in point A will put the AC in a position of being unable to provide a response and, as a result, will be considered LATE. D. Any request for clarifications must be submitted in SEAP (www.e-licitatie.ro).
