Romania – Fleet management, repair and maintenance services – Servicii de mentenanta si intretinere flota auto RETELE ELECTRICE ROMANIA SA - MUNTENIA / BANAT / DOBROGEA

The procurement is necessary to ensure an integrated package of maintenance, upkeep and management services for the operational vehicle fleet of Rețele Electrice România S.A., totaling 566 vehicles distributed across three operational regions, in order to maintain the operational capacity of the intervention teams on the electricity distribution networks and to comply with public service obligations. Vehicle fleet structure by region:

- Muntenia Region: 210 vehicles

- Banat Region: 190 vehicles

- Dobrogea Region: 166 vehicles

Service description:

1. Roadside assistance

2. Maintenance and service

3. Management and payment of road use taxes (ROVIGNETE)

4. Car wash service

5. Tyre management and supply service (including seasonal change and tyre/rim repair)

6. GPS monitoring service

7. Legislative kit supply (first aid kit, fire extinguisher, reflective triangles)

8. Towing management

9. Maintenance of vehicle accessories (hardtops)

10. Repairs included in the maintenance and service

Estimated minimum and maximum quantities of the framework agreement: According to the financial price centralisers (Form F11/LOT), attached to the present documentation.

Estimated quantities of the subsequent contracts and their frequency: According to the annex "Estimated value and quantity of the largest subsequent contract"

The estimated value of the largest subsequent contract for each LOT is:

Lot 1 Muntenia: 2,804,291.63 Lei excl. VAT

Lot 2 Banat: 2,845,691.60 Lei excl. VAT

Lot 3 Dobrogea: 2,321,489.84 Lei excl. VAT

The frequency of subsequent contracts is 1 subsequent contract/year/per each Operational Region.

The number of operators with whom the framework agreement will be concluded: Framework agreement with a maximum of 3 economic operators.

Duration of the framework agreement: 36 months

Interested economic operators may request clarifications/additional information until the 20th day before the deadline for submission of tenders. In case the requests for clarifications or additional information have been addressed within the period provided in the participation notice, the contracting entity will respond clearly and completely 11 days before the deadline for submission of tenders (Conf. art. 172 (2) and 173 (1) of Law 99/2016 updated). The contracting entity will only respond to requests for clarifications addressed by economic operators up to the deadline set, in accordance with art. 29 (3) of HG 394/2016.
