The procurement involves the award of a works contract, the subject of which is the energy efficiency improvement of a multi-family residential building, Blocul 86, str. Tudor Vladimirescu, Municipiul Lupeni. The works that are the subject of this procurement procedure constitute the central element of the project “Increasing the energy efficiency of residential buildings in Municipiul Lupeni, Blocul 86, strada T. Vladimirescu”, cod SMIS 348064, for which Municipiul Lupeni has obtained non-repayable financing through the Regional West 2021-2027 Programme, Priority 3: A region with environmentally friendly cities / Specific objective: RSO2.1_Promoting energy efficiency measures and reducing greenhouse gas emissions, Call for projects PRV/233/PRV_P3/OP2/RSO2.1/PRV_A21 - PRV/3.1.A/1.6 Energy efficiency in residential buildings – UAT ITI Valea Jiului, based on the Financing Contract nr. 451 / 22.05.2026. The general objective of the investment is to increase the energy efficiency of multi-family residential buildings, specifically Blocul 86, located in Municipiul Lupeni, on strada Tudor Vladimirescu - through energy rehabilitation/modernization so that it records a reduction in the specific annual consumption of primary energy by 60.29% according to the energy audit report annexed to this terms of reference. The project directly contributes to achieving the specific objective of Regional Intervention 3.1.A – increasing the energy efficiency of multi-family residential buildings, through the following essential aspects: - Reduction of primary energy consumption: The project provides for energy rehabilitation works that will lead to a reduction in primary energy consumption by over 60% compared to the current level. - Reduction of greenhouse gas emissions: the project contributes to the reduction of CO₂ emissions, aligning with the objectives of the European Green Deal and the transition to climate neutrality. The contracting authority will respond to all requests for clarifications/supplementary information through a "consolidated response" uploaded to the "LIST OF CLARIFICATIONS, NOTIFICATIONS AND DECISIONS" section of the Participation Notice 11 days before the deadline for submission of tenders.
