Germany – Construction project management services – Projektmanagementleistungen – „Neubau Bildungszentrum Weilheim“ als Rahmenvereinbarung

The contracting authority intends to construct an educational centre on the plots with the land registry numbers 2321/3, 2321/4, 2321/5, 2322, 2323 and 2323/2, in the municipality of Weilheim in Oberbayern. At the time of award, there is no land-use plan for the plots. Due to the financing of the educational centre, it may be necessary to implement the realisation (planning and construction) of the individual buildings in construction phases, which may be several years apart. The construction project is a grant-funded construction measure supported by the federal government and the state, based on the "Joint Guidelines for the Promotion of Inter-Company Vocational Training Centres (ÜBS) and their Further Development into Competence Centres" of the Federal Ministries for Education and Research and for Economic Affairs and Energy. Therefore, the Guidelines for Grant Construction Measures (RZBau) of the Federal Government and the relevant provisions of the Federal Budget Code (BHO) must be observed. The ANBest-P Bund must also be observed as a funding requirement. The funding requirements of the funding bodies specified in the grant notification are decisive in each case. Compliance with the regulations under VgV, GWB, HOAI, VOB is a mandatory prerequisite for the grants. For the management of the construction project, the contracting authority is procuring project management services for the new construction of the funded educational centre in the current tendering procedure with a competition for participation. The subject of these project management services is, in particular, project management services in the sense of Heft 9 Project Management in the Construction and Real Estate Industry, compiled by the AHO Expert Commission "Project Control/Project Management" (AHO Publication Series Heft No. 9), services of grant and funding management as well as for project development in connection with the creation of the building permit for the realisation of the project. The project consists of the following sub-projects: • Development of overall concept (1st sub-project) • Creation of building permit (2nd sub-project) • Realisation of educational centre (planning and construction) (3rd sub-project) The sub-projects can in turn be divided into several service packages. A framework agreement will be awarded. The following services to be provided by the contractor will be ordered with the award of the contract and do not require a separate call-off (hereinafter also referred to as "initial call-off"): • Project management of urban development services: all standard services of the partial service descriptions fundamentals and planning according to Annex 801 (table "Urban Development Service"), for the project; • Project management: all basic services of the project stages 1 to 2.3 according to Annex 801 (table "Project Management"), for the project; • Grant management: standard services of the project stages 1 to 2.3 according to Annex 801 (table "Grant Management"), for the project; • BIM management: standard services of the action area organisation according to Annex 801 (table "BIM Management"), for the project. All other services will be ordered during the entire term of the framework agreement by individual call-off in each case.
