Electricity: supply and injection

Delivery location: All facilities of the contracting authority and of the participants in this framework agreement. A list of EAN numbers and the annual consumptions will be provided in the 2nd phase (tender phase) of this contract. Explanation: The electricity section consists of three items: medium voltage, low voltage single tariff and low voltage dual tariff. The supply of all items concerns mandatory green power. Electricity will be supplied for all facilities under the participants through this contract. The bidder will submit a price proposal in the 2nd phase, where prices can be locked in for certain volumes and/or periods based on the reference price.

Natural gas: supply

Delivery location: All facilities of the contracting authority and of the participants in this framework agreement. A list of EAN numbers and the annual consumptions will be provided in the 2nd phase (tender phase) of this contract. Explanation: The natural gas section consists of three items: annual readings, manual monthly readings and remote readings. Natural gas will be supplied for all facilities of the participants through this contract. The bidder will submit a price proposal in the 2nd phase, where prices can be locked in for certain volumes and/or periods based on the reference price.

Contract objective

Within the vzw Emmaüs, the purchase of energy (gas and electricity) is managed by the Energy Commission. This commission aims to centrally purchase energy at the best, stable price with the best service, paying attention to all entities of the vzw Emmaüs, both large consumers and smaller institutions. For electricity, the large facilities (general and psychiatric hospitals) and the entities in the immediate vicinity of these campuses are typically connected to medium voltage. Smaller facilities are typically connected to low voltage. For natural gas, the large facilities and the entities in the immediate vicinity of these campuses typically involve monthly readings of the consumptions (including two remotely read metering points). Smaller facilities involve annual readings. Through this public contract, the participants wish to conclude contracts with an energy supplier for the supply of electricity and natural gas. These energy supplies are intended for all connection points of the participants. The participants have the right to cancel the contract for certain connection points without compensation to the supplier if a connection point is completely taken out of service, when this fits within the predefined range of the agreement. The participants have the right to temporarily suspend the contract for certain connection points without compensation to the supplier, when a connection point is temporarily taken out of service due to renovation. The period (start and end date) during which the connection point is temporarily taken out of service, will be clearly defined by the contracting authority. Through this public contract, the participants aim to achieve the following objectives:

• A stable supply of electricity and natural gas

• At the best possible commercial conditions, depending on the expected price developments and adapted price adjustment mechanisms

• Qualitative service and support in administrative and technical areas

Grid manager

The contracting authority is aware that the supplier, for part of the execution of his tasks, is dependent on the grid managers. The supplier will immediately inform the contracting authority if he cannot properly perform the tasks imposed on him through this contract, due to reasons that find their cause with the grid management.
