Finland – Personnel and payroll services – Henkilöstöhallintopalvelut ja näihin palveluihin liittyvät tietojärjestelmät kokonaispalveluna

The Personnel Affairs Unit (procuring entity) of the City of Kotka (contracting authority) invites tenders for payroll services, human resources management services and the supporting IT systems (service package) in accordance with the tender notice and its annexes. The procurement contract will initially be awarded to the single, economically most advantageous tenderer (service provider, supplier, as per the procurement documents) The service provider will produce the outsourced payroll services and human resources management services as a service package in accordance with the tender notice and its annexes during the contract period. The provision of services will comply with the legislation in force at all times, national regulations, statements, guidelines and good accounting practices binding on the service provider and the contracting authority. In addition to the above-mentioned services, as part of the service package, the service provider will provide the contracting authority with the IT systems (system package) required for service production, which are fully operational as a SaaS service in accordance with the tender notice and its annexes. If the tenderer uses system suppliers as subcontractors for the provision of these SaaS services, these must be declared in the tender in accordance with the instructions in the procurement documents.
