Description
The subject of this contract is the provision of a service involving the transport of 257 pupils in the 2026/2027 school year to primary schools located in the municipality of Limanowa, in accordance with the routes listed in the annex. 2. The task consists of 7 parts: 1) Task 1 (part one). Transport of pupils to school on the RUPNIÓW route. 2) Task 2 (part two). Transport of pupils to school on the MŁYNNE route. 3) Task 3 (part three). Transport of pupils to school on the PASIERBIEC route. 4) Task 4 (part four). Transport of pupils to school on the STARA WIEŚ II route. 5) Task 5 (part five). Transport of pupils to school on the STARA WIEŚ – LIPOWE route 6) Task 6 (part six) Transport of pupils to school on the LIMANOWA SP NR 3 - LIPOWE route 7) Task 7 (part seven). Transport of pupils to school on the NOWE RYBIE route. 3. The contracting authority envisages the submission of partial offers (number of parts: 7). The contracting authority does not specify the maximum number of contract parts for which a single contractor may submit partial offers. Offers can be submitted in relation to all parts. 4. The contracting authority requires that the vehicles that the contractor will use to perform the contract subject on the individual routes (in the relevant partial tasks) be manufactured no earlier than 2012. 5. For the purpose of implementing the contract subject, the contractor will provide a vehicle suitable for the number of pupils and their guardians together with the driver, ensuring seated places for all transported persons (the number of seated places must correspond to the number of transported pupils and their guardians on each route – partial task). 6. The contractor is obligated to hold a valid license for the performance of road transport in the scope of passenger transport. 7. The vehicles with which the contractor will perform the contract subject must have plates placed in a visible location at the front and rear of the vehicle, informing about the transport of pupils. These vehicles should have safety belts, a fire extinguisher, and a first-aid kit, in accordance with the applicable legal provisions. 8. The contractor will be responsible for the employees who will be at their disposal during the performance of the contract subject, and in particular, will commit to the constant control of the sobriety of the drivers transporting pupils and their guardians. 9. The guardians of the transported pupils are provided by the contracting authority. 10. The contractor, during the performance of the contract subject, will bear full responsibility for the safety of the transported pupils and their guardians for the entire transport route. The contractor will also be obligated to conclude the appropriate insurance agreements for the consequences of accidents for the transported pupils and their guardians. 11. The vehicles with which the contractor will perform the contract subject must be technically sound, have positive and current technical inspections, and comply with the relevant regulations, in particular those on road traffic. The vehicles, about which is being spoken, during the transport of pupils, must be clean. It is also desirable that they have functional air conditioning and a radio. The drivers, who will directly be responsible for the safety and transport of pupils to schools, will be obligated to observe the regulations on occupational health and safety and fire safety, as well as maintain a high level of personal culture, and will be responsible for hygiene and order in the bus. 12. The contractor will be obligated to immediately inform the contracting authority of any obstacles in the performance of the contract subject, via a postal operator, fax, or email. 13. In the event that the contracting authority suspects that the vehicle is in poor technical condition, threatens the safety of the transported pupils and their guardians, or is not properly maintained cleanliness and order in the vehicle, the contractor will be obligated to replace the vehicle with a substitute, meeting all the conditions for the basic vehicles, carry out an inspection of the vehicle, necessary repairs, or its cleaning. 14. The contracting authority, in the event of improper performance of the contract subject by the contractor, will impose contractual penalties on the contractor, as mentioned in the contract project i.e. annex no. 1 to SWZ. In the event of a justified necessity, with regard to the safety of the transported pupils and their guardians, the contracting authority, in order to eliminate the threat (especially in the scope of the technical efficiency of the vehicle) will have the right to notify the relevant services, in particular the road police and the road transport inspection. 15. The contracting authority allows incidental changes to the hours of pupil transport, resulting from the organisation of the school year. The contracting authority will inform the contractor of any incidental changes in the organisation of transport for pupils at least 7 days before the planned change. 16. In the 2026/2027 school year, i.e. from 1 September 2026 to 25 June 2027, the number of school days is 187. 17. A detailed list of routes, routes, number of transported pupils, and the number of kilometres is in the annex to the specification “List of Routes and Routes”.
