Poland – Sewage, refuse, cleaning and environmental services – Transport i zagospodarowanie komunalnych osadów ściekowych w procesie R3 z oczyszczalni ścieków Łęgi w Zakopanem

The subject of the contract is the removal and final disposal of stabilised municipal sewage sludge with code 19 08 05, through its processing in the R3 process. 2. The estimated amount of sludge intended for disposal and removal: 3 000 Mg. a) The indicated amount of sludge is estimated and was determined by the Purchaser based on the amount of sludge produced in previous years, taking into account the predicted increase in its amount and considering the impact of the commissioning of separate fermentation chambers on the amount of sludge produced. The actual amount of sludge produced during the contract period depends on the sludge stream occurring throughout the year, particularly on the seasonal tourist traffic in the City of Zakopane and the city's expansion process, including the creation of new facilities. At the same time, the Purchaser is implementing an investment in the form of a biogas-sludge management node, which justifies the phasing of its needs in terms of sludge management and the current focus on the R3 process for its management. b) The Purchaser reserves the right to reduce or increase the amount of sludge transferred in relation to the values resulting from historical data, depending on actual needs, without the right of the Contractor to claim compensation for this. The Purchaser declares that the minimum guaranteed implementation of the contract will be no less than 50% of the net value of the contract. The Purchaser's failure to perform the contract in the remaining quantitative scope does not require stating reasons and cannot be the basis for any claims by the Contractor. c) Unit of measurement: The unit of measurement is the removal and disposal of 1 Mg of sludge. (1 Mg = 1 000 000 grams.) 3.Characteristics of the sludge: - Sludge dewatering after pressing: 78% - 84%. - Parameters in accordance with current physicochemical and bacteriological tests of sludge carried out on the basis of the Regulation of the Minister of the Environment of 6 February 2015 on the application of municipal sewage sludge (Journal of Laws, item 257 with later amendments). - The Purchaser, at the request of the Contractor, will provide the latest tests. 4. The procedure for awarding the public contract is conducted in the form of an unrestricted tender with the possibility of negotiations, with an estimated value not exceeding the amounts specified in Article 2(1)(2) of the Act of 11 September 2019 on Public Procurement (i.e. Journal of Laws of 2024, item 1320 with later amendments) based on the provisions of the SEWiK Sectoral Procurement Regulations. 6. Before submitting an offer, the Contractor should familiarise themselves with the SEWiK Sectoral Procurement Regulations. 7.
