A sector dialogue and market survey have shown that currently, no high-performance gigabit infrastructure with an offer of corresponding telecommunications services is available throughout the contracting authority in accordance with the objectives of the Gigabit Framework Regulation 2.0, and will be available in the next few years. Therefore, the contracting authority has applied for funding for a comprehensive gigabit rollout in the viability gap model under the directive "Promotion to support the gigabit rollout of telecommunications networks in the Federal Republic of Germany - Federal Gigabit Directive 2.0 (Gigabit-RL 2.0)" of 31 March 2023 in the version of the 1st amendment of 30 April 2024 ("Gigabit Directive 2.0") and has received the decision on the final amount of the grant. The funds provided in this funding programme in the viability gap model (hereinafter: funds) are to be passed on by the contracting authorities to telecommunications undertakings within the meaning of EU state aid law as investment cost aid for the construction and operation of gigabit networks. The same applies to the co-financing under the directive of the Free State of Bavaria by the State of Bavaria.
