Description
Dragør and Tårnby Municipalities jointly award contracts concerning cooperation on the operation and delivery of municipal transport of citizens, who are entitled to personal transport, either as a fixed, route-based transport or as variable transport. More specifically, the tender includes the following transport types:
• Transport of citizens to day care, where a fixed transport pattern applies. This concerns regular route transport.
• Transport of children to school, where a fixed transport pattern applies. This concerns regular route transport.
• Transport of citizens to rehabilitation, where a variable transport pattern applies. This concerns transport that is booked on a case-by-case basis or as fixed orders for variable transport for a longer period.
• Transport of citizens to nursing care, where a variable transport pattern applies. This concerns transport that is booked on a case-by-case basis.
Excluded from the tender are transport of citizens by taxi, where a fixed transport pattern applies, as well as transport to institutions etc. (e.g. schools) located outside Dragør and Tårnby Municipalities, as these transports are covered by other contracts.
The tenderer must, from the start of the contract, have administrative and planning resources to perform the won transport task. The tenderer must therefore, from the start of operations, have vehicles and drivers to perform the won transport task. Prior to the start of operations and continuously during the contract period, the tenderer will gain access to further information for use in the concrete planning of the transport. Implementation takes place in the municipalities in accordance with the implementation plans agreed with the winning tenderer. The municipalities expect that the majority of the transport will be started from 1 October 2026.
There is one winner of the tender, but the municipalities each enter into an individual contract with the winning tenderer. The contracts entered into with the municipalities are identical and based on the tender material's contract. The tendered contract is designed as a formal-relational contract, where the municipality and the supplier commit to close and trust-based cooperation with the aim of achieving common goals of quality in the transport task, continuity in transport and staffing, operational and supply security as well as cost-effectiveness. The contract is based on mutual dialogue, continuous coordination and shared responsibility for optimising the contract's results within the set frameworks.
