Finland – Cleaning services – Keskustakirjasto Oodin siivouspalvelut vuosille 2027-2028 (optiokausi 2029-2030)

We request a tender for cleaning services for the Central Library Oodi for the period 1.1.2027–31.12.2028. The contract also includes one two-year option period for 1.1.2029–31.12.2030. Oodi is located at Kansalaistorin, next to Töölönlahdenpuisto, Töölönlahdenkatu 4, Helsinki. Oodi is visited by approximately 10,000 customers daily (estimated visitor number for 2026). The area to be cleaned is approximately 12,900 m2. Opening hours are weekdays 08:00–21:00 and weekends 10:00–20:00 (2026). Central Library Oodi hosts various weekly events, such as workshops, seminars, and public events. Events are held in various spaces, such as the cinema auditorium (250 people), the multipurpose hall Maija (200 people), Kuutio (50 people), and the rentable kitchen. Catering services can also be arranged in the library's spaces, mainly in Maijansali, and these are handled by the in-house caterer. Between and during events, as well as during breaks, there may be a need for interim cleaning, and the implementation of cleaning in these spaces may require the moving of furniture. The vicinity of the central library, such as Kansalaistori, hosts many events, which may affect the cleanliness of the library's spaces, especially the WC facilities. We require cleaning services according to the service description (Attachment 1) and the cleanliness requirements description (Cleanliness Requirements Description, Attachment 2), so that the service includes, in addition to maintenance cleaning, regular periodic and annual maintenance-related basic washes, as well as separately ordered special tasks. The procurement unit does not specify mandatory quantities for maintenance cleaning cycles, the quality must be achieved according to the cleanliness requirement. The level of cleaning must be maintained regardless of weather conditions. We require that at least two people are present at the Central Library Oodi during its opening hours. Ensuring the cleanliness of the WC facilities (60 units) requires continuous maintenance cleaning during opening hours. Personnel resources must also be sufficient for the library's sudden cleaning needs, interim cleanings, and emergency cleanings. The maintenance cleaning, basic washes, and special tasks of the customer spaces must mainly be carried out outside opening hours in the evening and night or early morning. The quality of the cleaning work is assessed for maintenance cleaning through cleanliness levels (Attachment 2) as follows: 1. Immediately after cleaning: in this case, it is essential that when discussing quality and its assessment, the quality is only assessed immediately after the space has been cleaned. 2. In what condition the spaces should always be: this defines the minimum cleanliness level that different spaces should always be in. The service description for cleaning services and the cleanliness description are described in Attachments 1 and 2. The contract does not include WC paper, hand and hygiene wipes, or hand soap and similar products. The purchaser and the service provider agree together on the ordering of these products. Before the start of service provision, the supplier names the person responsible for the service provision (responsible person). The purchaser and the person responsible for the service provision arrange a meeting at the site before the start of service provision, where practical arrangements related to service provision and the site's spaces and special features are discussed. The service provider commits to implementing the service with the required professional skills and care, according to the agreed content and quality, with sufficient equipment and tools, in accordance with legislation and good professional practice, and taking into account the purpose and objectives of this contract.
