Finland – Electricity – Sähköenergian hankinta

The Municipality of Kempele and Kiinteistö Oy Kempeleenkartano invite tenders for an electricity supply agreement to be implemented as a framework agreement. The agreement is made for two calendar years (2027-2028). Additionally, the procurement includes the option to purchase two additional calendar years (2029-2030) and a metering service. The bidder must offer both the electricity margin and the metering service. The purchaser unilaterally notifies the use of the metering service at the time of concluding the procurement agreement. Furthermore, the purchaser unilaterally notifies the use of the two additional calendar years and the metering service at the latest 6 months before the start of the additional agreement years. The objective of the competition is to conclude an electricity agreement in which the price of electricity (seller's margin) and the terms of the agreement are agreed. Electricity is billed monthly. Additionally, the annually billed metering service and its other price-determining factors, price fixing and metering practices (as requested in the invitation to tender) are agreed. The final electricity billing price is composed as follows: - fixed tariffs for SYS and EPAD price fixing and/or unfixed Spot components - profile costs: (hourly/quarterly consumption) x (spot hourly/quarterly price) – (monthly spot average price) - Fingrid's transmission system operator's delivery period's current balancing service production and consumption volume charge - seller's margin (as requested in the invitation to tender), which must include: • spot trading costs • system price (SYS) fixing trading costs • area price (EPAD) fixing trading costs • imbalance cost costs • basic charge per usage point • payment time cost • seller's commission The Municipality of Kempele and Kiinteistö Oy Kempeleenkartano make their own electricity agreements. The tender is submitted as one. In both agreements, the prices and conditions requested and offered in the invitation to tender are followed in the order stated in the invitation to tender.
