Hungary – Litter collection services – Kézi szemétszedés 2026

The contracting authority intends to award 19 framework agreements for manual litter collection services on the external and internal areas of the road network operated by Magyar Közút Nonprofit Zrt. (contracting authority) as a result of an open procurement procedure conducted under the terms of Section 81 of the Second Part of the Kbt. The road network includes motorways (where relevant to the specific tender lot), main roads of I. and II. class, connecting and secondary roads, pedestrian and cycle paths, and urban and rural sections. The contracting authority is entitled to issue ad hoc orders for a period of 12 months from the date of entry into force of the framework agreement, or until the framework budget (a total of net 2 000 000 000 HUF) is exhausted, whichever occurs first. The contracting authority may unilaterally extend the deadline for issuing ad hoc orders for a further 12 months, but no later than the expiry of the framework budget. The contracting authority may send an ad hoc order to the winning tenderer until the last day of this period, which the winning tenderer is obliged to fulfill. The contracting authority wishes to award a framework agreement for the following parts of the procedure:

1. Part: Borsod-Abaúj-Zemplén county with a framework budget of net 148 000 000 HUF,

2. Part: Hajdú-Bihar county with a framework budget of net 83 200 000 HUF,

3. Part: Heves county with a framework budget of net 64 700 000 HUF,

4. Part: Nógrád county with a framework budget of net 51 800 000 HUF,

5. Part: Szabolcs-Szatmár-Bereg county with a framework budget of net 111 000 000 HUF,

6. Part: Bács-Kiskun county with a framework budget of net 135 300 000 HUF,

7. Part: Békés county with a framework budget of net 97 200 000 HUF,

8. Part: Csongrád-Csanád county with a framework budget of net 137 900 000 HUF,

9. Part: Jász-Nagykun-Szolnok county with a framework budget of net 79 500 000 HUF,

10. Part: Győr-Moson-Sopron county with a framework budget of net 118 900 000 HUF,

11. Part: Komárom-Esztergom county with a framework budget of net 61 800 000 HUF,

12. Part: Pest county with a framework budget of net 162 700 000 HUF,

13. Part: Vas county with a framework budget of net 133 700 000 HUF,

14. Part: Veszprém county with a framework budget of net 137 400 000 HUF,

15. Part: Baranya county with a framework budget of net 101 500 000 HUF,

16. Part: Fejér county with a framework budget of net 79 500 000 HUF,

17. Part: Somogy county with a framework budget of net 103 600 000 HUF,

18. Part: Tolna county with a framework budget of net 65 500 000 HUF,

19. Part: Zala county with a framework budget of net 126 800 000 HUF.

The minimum quantity of the individual orders to be issued by the contracting authority is at least 30,000 m2 of contiguous area to be serviced. The winning tenderer must commence work within 5 days from the ad hoc order. The contracting authority commits to utilizing 70% of the indicated framework budget. Total estimated quantity: 245 706 738 m2. The detailed task description is contained in the technical specification for the procurement.
