Romania – Railway construction works – ”Reabilitarea liniei de cale ferată Roman - Iași - Frontieră” - Faza 1. Electrificarea liniei Iași - Frontieră (proiectare și execuție)

Under the contract, design and technical assistance services will be provided by the designer, and the works will be executed to achieve and implement the investment objective related to the "Rehabilitation of the Roman – Iași – Frontier Railway Line" – Phase 1 - Electrification of the Iași – Frontier Line. The proposed and necessary works to be executed are detailed in the Presentation Memorandum "Rehabilitation of the Roman – Iași – Frontier Railway Line" – Phase 1 - Electrification of the Iași – Frontier Line”, prepared by Asocierea TPF Inginerie S.R.L. – I.S.P.C.F. S.A. and approved with opinion CTE CN CF “CFR” SA no. 88 of 23.12.2024, part of the award documentation. The contract duration is 89 months, from the date specified in the Order of commencement and until the date of final receipt, of which: 27 months Duration of contract execution, 60 months the warranty period granted to the works and 2 months from the end of the Warranty Period - Closure Period. The contract execution duration, 27 months, will include: I. Design of works (9 months):  PT Part I - DTAC Branch-6 months  PT Part II – PTE Branch-9 months NOTE: DTAC and PTE have been developed simultaneously from the Start Date notified in the OI, the DTAC branch has a duration of 6 months, and the PTE branch has a duration of 9 months. Therefore, the maximum Design period is 9 months. II. Effective duration of work execution (18 months), including the performance of tests and technological trials, obtaining the "CE" Verification Certificate for the ENE structural subsystem and Reception upon completion of the works; Operators are recommended to visit and examine the work site, including the surroundings, and to obtain all the information that may be necessary for the preparation of the offer. Op ec will undertake all measures and take all measures to avoid the occurrence of any accidents that may result in the death or physical injury of a person and/or the loss or deterioration of property, the responsibility for which will be fully assumed in the event of such events. Op ec will bear any eventual expenses, losses or damages as a result of the visit to the work site. It will be considered that the bidder who will award and sign the Contract has inspected and examined the work site, its surroundings, data and other available information and that it has been satisfied, before submitting the Offer, with all relevant aspects, including the following (without being limited to them): (a) the form and nature of the Site, including underground conditions; (b) hydrological and climatic conditions; (c) the volume and nature of the activity as well as the goods necessary for the design, execution, completion of the works and the remediation of any defects; (d) requirements relating to access roads, accommodation, facilities, personnel, energy, transport, water and other services. During the period in which clarifications may be requested, respectively 21 days before the deadline for submission of tenders, Operators wishing to visit the site will notify their intention and transmit to the Organiser of the procedure with a minimum of 48 hours in advance, the names of the delegates. The organiser of the procurement procedure will confirm with 24 hours in advance to all economic operators who have declared their intention to participate with offers in the procedure, the eventual details regarding this. Note: Number of days until which clarifications may be requested before the deadline for submission of tenders: 21 days before the deadline for submission of tenders. The contracting entity will respond to clarification requests on the 14th day before the deadline for submission of tenders (the contracting entity responds to clarifications in a single day). The contracting entity will respond only to clarification requests addressed by economic operators up to the deadline set.
