Description

The procurement includes the leasing service for free and soon-to-be-free premises to external users for the consortium of the University of Helsinki, Helsingin Yliopistokiinteistöt Oy and the University of Helsinki's funds under management or control. The leasing service is procured separately for agreed premises and locations. The locations are primarily in Helsinki. The objective of the procurement is to create a framework agreement and framework arrangement for the use of the procuring entities. The procuring entity currently manages approximately 500 000 m2 of premises, of which over 80% is in use. The property portfolio consists mainly of special properties for teaching and research, as well as office and commercial spaces. The leasing services do not include the leasing of residential units. The procurement target is divided into three (3) sub-areas: 1. Expert and agency services for leasing premises 2. Project leasing services for the target at Aleksanterinkatu 7, Helsinki 3. Project leasing services for the target at Fabianinkatu 32, Helsinki. The tenderer may submit a tender for all requested sub-areas or submit a tender for only a specific sub-area. In all sub-areas, the tenderer's service must include the following items and tasks. The tenderer appoints a responsible person to handle leasing and expert tasks: • The tenderer familiarises themselves with the premises to be leased and the procuring entity's leasing principles • The tenderer plans and implements the marketing of the premises to be leased together with the procuring entity • The tenderer takes care of creating a customer relationship in cooperation with the procuring entity • The tenderer actively seeks customers for free premises and prepares offers • The tenderer arranges a site visit for the customer or, by agreement, with a representative of the procuring entity • The tenderer clarifies the customer's space needs and the suitability of the target for the customer's use • The tenderer maintains information about the leasing market The tenderer must be accepted by the procuring entity if subcontractors change during the contract period. The procuring entity requires that the tenderer's Customer Liability matters are in order throughout the contract period and the information is verified from the Customer Liability report or the tenderer provides up-to-date information annually. This procurement does not exclude the procuring entity's right to lease premises directly to customers without leasing agency services.
