Poland – Cleaning services – usługi sprzątania w pomieszczeniach biurowych, sanitariatach, pomieszczeniach socjalnych, ciągach komunikacyjnych w budynkach biurowych Oddziału Regionalnego Agencji Mienia Wojskowego w Lublinie, a także utrzymanie czystości na terenie przyległym do obiektów, w tym na terenie parkingu i garaży.

The subject of the contract is: cleaning services in office spaces, sanitary facilities, social spaces, and circulation routes in the office buildings of the Lublin Regional Branch of the Military Assets Agency, as well as maintaining cleanliness on the adjacent area, including the parking and garage area. In this procedure, the Purchaser allows the submission of partial offers for the following parts of the contract: Part 1: daily maintenance of cleanliness in office spaces, sanitary facilities, social spaces, and circulation routes in the office building of the Military Assets Agency Lublin Regional Branch, ul. Łęczyńska 1, maintaining cleanliness on the adjacent area, including the parking and garage area. Part 2: maintenance of cleanliness in the office building of the Military Assets Agency located in Kraśnik at ul. Kolejowa 24, maintaining cleanliness on the adjacent area. 2. Conditions for participation in the procedure for parts 1-2 1) ability to operate in the economic market. The Purchaser does not impose any special requirements in this regard. 2) authorization to carry out a specific economic or professional activity, if this follows from separate regulations. For Part I: The Purchaser requires that the Contractor demonstrate that in the last 3 years before the deadline for submitting offers (and if the period of conducting the activity is shorter – in this period), it has properly completed, and in the case of recurring or continuous services, it also properly completes, at least two services consisting of providing cleaning services in public utility buildings with an area of not less than 2000 m2, lasting not less than 6 months, each with a value of at least 100,000 PLN gross. Two services mean services provided under two separate contracts, performed on two different objects. The objects mentioned above cannot be the property of the Contractor. In the case of recurring or continuous services that the Contractor still performs, it is required that the already realized scope of the service (contract) meets the requirements of the above-described condition. For Part II: The Purchaser requires that the Contractor demonstrate that in the last 3 years before the deadline for submitting offers (and if the period of conducting the activity is shorter – in this period), it has properly completed, and in the case of recurring or continuous services, it also properly completes, at least two services consisting of providing cleaning services in public utility buildings with an area of not less than 100 m2, lasting not less than 3 months, each with a value of at least 50,000 PLN gross. Two services mean services provided under two separate contracts, performed on two different objects. The objects mentioned above cannot be the property of the Contractor. In the case of recurring or continuous services that the Contractor still performs, it is required that the already realized scope of the service (contract) meets the requirements of the above-described condition. 3. Exclusion grounds applicable in the subject procedure in parts 1-2 - art. 108(1) of the Public Procurement Law, - art. 7(1) of the Act of 13 April 2022 on special solutions to counter the support of aggression on Ukraine and serving to protect national security (i.e. Journal of Laws of 2025 item 514), - the prohibition referred to in art. 5k of Council Regulation (EU) No 833/2014 of 31 July 2014 concerning restrictive measures in view of Russia's actions destabilising the situation in Ukraine. 4. Subject evidence to be submitted to confirm the absence of exclusion grounds: 1) Information from the National Criminal Register in the scope specified in art. 108(1) points 1 and 2 of the Act, prepared no earlier than 6 months before its submission; 2) Information from the National Criminal Register in the scope of art. 108(1) point 4 of the Act, regarding the absence of a final judgment prohibiting participation in public procurement as a criminal measure, prepared no earlier than 6 months before its submission; 3) Declaration of the Contractor, in the scope of art. 108(1) point 5 of the Act, of not belonging to the same capital group, within the meaning of the Act of 16 February 2007 on the protection of competition and consumers (i.e. Journal of Laws of 2025 item 1714), with another Contractor who submitted a separate offer or a declaration of belonging to the same capital group together with documents or information confirming the preparation of the offer in the procedure independently of another Contractor belonging to the same capital group – the template is Annex 4 to SWZ; 4) Declaration of the Contractor on the currency of the information contained in the declaration, referred to in art. 125(1) of the Act in the scope relating to the exclusion grounds indicated in art. 108(1) points 3-6 of the Act – the template is Annex 7 to SWZ or in the case of Contractors using a certificate, in order to demonstrate the absence of exclusion grounds from the procedure on the basis of art. 108(1) points 1-5 of the Act: Declaration of the Contractor on the currency of the information contained in the declaration, referred to in art. 125(1) of the Act in the scope relating to the exclusion grounds indicated in art. 108(1) point 6 of the Act – the template is Annex 7a to SWZ 5) Declaration of the Contractor on the currency of the information in the scope of not being subject to the prohibition referred to in art. 5k(1) of Regulation 833/2014 and not being subject to exclusion from the procedure, in accordance with art. 7(1) of the Act in the scope of countering the support of aggression – the template is Annex 8 to SWZ; In the case of Contractors jointly applying for the award of the contract, the documents indicated in SWZ in points 4.1) – 4.5) SWZ shall be submitted by each of the Contractors
