Poland – Heat pumps – Zakup i montaż pompy ciepła w budynku Domu Pomocy Społecznej w Dębnie

The subject of the contract is the supply and installation of heat pumps along with the necessary infrastructure for the Social Assistance Centre in Dębno. 1.1. The contract includes the execution of assembly, hydraulic, and electrical works, as well as the integration of the system with the existing photovoltaic and central heating installations, including: 1) Purchase and installation of an air-to-water heat pump with a capacity of 35.7 kW – 2 units, 2) Purchase and installation of cascade automation – 1 unit, 3) Purchase and installation of a hot water storage tank – 3 units, 4) Purchase and installation of a buffer tank – 1 unit, 5) Purchase and installation of an immersion heater – 1 unit, 6) Purchase and installation of a heater for the hot water storage tank – 3 units, 7) Purchase and installation of a mounting console – 2 units, 8) Purchase and installation of a bronze three-way valve – 2 units, 9) Purchase and installation of an actuator for the valve – 2 units, 10) Purchase and installation of an electronic circulation pump – 2 units, 11) Purchase and installation of a temperature sensor – 5 units. 1.2. The contract includes the integration of the system with the existing central heating installation – an oil-fired boiler room. The contractor will carry out all necessary preparatory works (e.g. foundation works). 1.3. A detailed description of the subject of the contract is contained in Annex No. 3 to the SWZ. 2. The project "Purchase and installation of a heat pump in the building of the Social Assistance Centre in Dębno" is co-financed from the funds of the Provincial Fund for Environmental Protection and Water Management in Poznań in the form of a grant in the amount of 300,000 PLN. 3. The contracting authority requires the contractor to conduct a site visit: 1) the submission of an offer must be preceded by a site visit, 2) the site visit location: Social Assistance Centre in Dębno, Dębno 27, 89-310 Łobżenica, 3) the site visit can be arranged by prior appointment, from Monday to Friday between 7:00 and 13:00, 4) to arrange a site visit, contact Mr. Filip Perliński, tel. 67 286 18 20 or by email: [email protected]. A report on the site visit will be prepared – the template is Annex No. 8 to the SWZ, 5) submission of an offer without a site visit will result in the rejection of the offer. 4. In order to confirm that the offered supply meets the requirements specified by the contracting authority in Annex 3 to the SWZ, the contracting authority requires the submission of a relevant evidential means with the offer: a document confirming that the heat pump parameters specified in the technical specification are met, e.g. a technical sheet, energy label, certificates, or a manufacturer's declaration. If the contractor does not submit the relevant evidential means or the submitted evidential means are incomplete, the contracting authority will request their submission or completion within a specified deadline. 5. The warranty and guarantee period for the subject of the contract: min. 5 years. The warranty and guarantee period for the subject of the contract is a criterion for assessing offers according to point 16 of the SWZ. 6. As specified in the SWZ and Annex No. 3 to the SWZ – Description of the subject of the contract, requirements related to the subject of the contract are minimum requirements. The contracting authority allows the subject of the contract to be offered with better parameters. 7. The delivered equipment must be factory new, unused, and not exhibited at trade fairs or exhibitions, it must meet the requirements of the contracting authority specified in Annex No. 3 to the SWZ. The subject of the contract must be technically functional, complete, and ready for use. The delivered equipment must be accompanied by appropriate documents/certificates proving compliance with all relevant standards and guidelines that the aforementioned subject of the contract should meet before being put into use, as well as warranty cards, and instructions for use in Polish – if the equipment has them. 8. If the documents describing the subject of the contract contain the names of manufacturers, they serve to define the desired standard of contract execution. The contractor may offer an equivalent subject of the contract that meets at least the parameters of the specified equipment. 9. In accordance with Article 101(4) of the Pzp Act, the contracting authority allows equivalent standards, technical assessments, technical specifications, and technical reference systems. 10. The contractor undertakes to bear the costs of transport, unloading, and insurance until the time of acceptance. 11. The contractor assumes full responsibility for all legal violations and damages that may occur in connection with the execution of the contract. 12. The contractor must have a supervisor of sanitary works. The selected contractor will provide the contracting authority with the supervisor's details before the contract is signed. 13. The contracting authority does not specify the requirements referred to in Article 95 of the Pzp Act.
