Germany – Technical inspection and testing services – Überprüfung ortsveränderlicher elektrischer Betriebsmittel an Potsdamer Schulen und Einrichtungen
Description
1. General
The state capital of Potsdam intends to conclude a contract for the inspection of portable electrical equipment according to DGUV V4 for 27 municipal educational institutions. If the offered service does not meet the specified technical requirements of the tender specifications, the bidder must, in its offer, provide the contracting authority (CA) with suitable means to prove that the solution proposed by the bidder meets these technical requirements to the same extent.
2. Quantity
Inspection of portable electrical equipment at 27 educational institutions. The quantity of portable equipment to be inspected is estimated to be approximately 35,000 units per year. The aforementioned quantities of portable equipment to be inspected are estimates of the contracting authority. These are based on the experience of previous years and serve as a guide for the contractor (CO).
3. Offer price and remuneration
The offered unit price is a fixed price that applies for the entire duration of the contract. Remuneration is based on the number of units inspected and actually tested once a year.
4. Scope of services
a) Scope of inspection
Inspection of all portable electrical equipment available at the time of inspection, including cables and connections of all protection classes in 27 schools/institutions (see Annex 1 to the tender specifications - List of Schools). The scope of inspection according to DIN EN 50678 and DIN EN 50699 (or equivalent) includes:
Visual inspection with the following contents:
- Damage to housings
- Defects in cables
- Defects in strain relief or cable glands
- Signs of overloading, misuse or unauthorised modifications
- Proper condition of covers
- Contamination and corrosion impairing safety
- Presence and condition of required air filters and cooling openings
- Clear legibility of safety-related markings
Measurement with the following contents:
- Testing of resistance or continuity of protective conductors
- Proof of insulation resistance (according to the protection class with closed switches)
- Measurement of the leakage current
- Measurement of the protective conductor or differential current and the touch current
- Checking the limit values for protective extra-low voltage
Performance and documentation of a functional test:
- Attachment of an "E-Check" inspection label with indication of the next inspection date (date of the repeat inspection). Inspection intervals according to risk assessment in accordance with GUV-I 8524
- Preparation of an inspection report and logging of individual measurement results
- Carrying out minor repairs to cables and plugs: crimping cable ferrules, tightening cable glands, replacing Schuko plugs and/or couplings. The material for this must be provided and calculated by the contractor
- Logging and segregation of electrical equipment with technical defects
Labels are to be provided by the contractor and permanently affixed to the equipment. The costs for the labels must be included in the offer price. If a label cannot be sensibly affixed to the equipment, the contractor must choose a suitable marking (e.g. cable marker, cable tie with label field, etc.). Equipment that has failed the test must be marked with a large red label (prohibition label) on the plug to indicate that this equipment is no longer safe to operate. The red labels must be provided by the contractor and included in the offer price accordingly. The defective equipment must be handed over to the caretaker. The CA must be provided with a test protocol including a list of defects once a year digitally, which must be attached to the invoice as an annex. The CA decides on the further procedure for the defective equipment (repair, disposal, etc.). Repairs not listed above and disposal are not part of the contract. Further description of the scope of services (implementation period and inspection interval as well as inspection personnel to be used) under "Description of the Procurement".
