Poland – Construction work for swimming pool – Budowa basenu pływackiego w Piekarach Śląskich

The subject of the contract is the construction of a complete building for a covered sports swimming pool equipped with 8 swimming lanes of 25 m in length, along with an additional, separate children's play pool equipped with play equipment. The sports pool will be equipped with a movable floor for two swimming lanes, separated by a movable barrier from the rest of the swimming pool. The contract also includes the necessary remaining infrastructure of the pool building, in particular: sports, changing, sanitary, communication, technical, technological, storage, social, as well as changing rooms and pool backstage (level -1: basement, pool technology, technical and technological backstage, underpool hall, rooms, technical and technological installations and equipment, social rooms, level 0: pool hall, sanitary, changing, entrance, sports, social, level +1: technical part, administration, level +2: roof, renewable energy sources). The building will be equipped with the necessary installations and equipment, in particular such as: sanitary, electrical, water and sewage, ventilation, low-current, BMS, fire protection, technological, pool technology, lighting, evacuation, technical and renewable energy sources. As part of the task, the necessary land development must also be carried out, in particular parking lots, walkways, driveways, communication, land armament, connections, installations, equipment, small architecture, green areas and the remaining necessary technical and accompanying infrastructure. 2. The detailed description of the subject of the contract is contained in Annex No. 7 to the SWZ. 3. The requirements regarding accessibility for people with disabilities have been included by the contracting authority in the description of the subject of the contract, which is Annex No. 7 to the SWZ. 4. Due to the lump-sum nature of the settlement, the description of the subject of the contract does not include the subject of the works. 5. The contractor may entrust the execution of part of the contract to a subcontractor. 6. The contractor will be obliged to provide at least 5 years of warranty and surety on the entire subject of the contract, counted from the date of the unconditional acceptance of the entire subject of the contract. 7. Main position according to the Common Procurement Vocabulary: CPV 45212212-5 Construction work for swimming pools. 8. The contract has not been divided into parts. Such an artificial division would be related to the need to separate a coherent whole in the form of a large construction project covered by one development area and a single function. Additionally, this is indicated by the conditions of the Polski Ład programme, from which the contracting authority obtains co-financing for the implementation of the contract. The contracting authority has received a Preliminary Promise covering the entire subject of the contract. In the event of a division of the contract into parts and the failure of one of them, the contracting authority would face the loss of financing for the entire contract. The subject of the contract is the construction of a new facility, and the division of the contract into parts in such an undertaking would cause difficulties in coordinating the actions of different contractors and could significantly increase the costs of implementing the contract. The division would threaten the achievement of the final effect within the set implementation deadline due to the distribution of responsibility among different contractors. Furthermore, the creation of a new facility as a result of the implementation of the contract is a condition for obtaining a permit for use. The subject of the contract constitutes a single whole in terms of technical, technological, qualitative and organisational aspects. 9. The offer binding date expires on 31 December 2026.
