Update 12.2.2026: The North Karelia Wellbeing Services County will terminate the Dynamic Purchasing System (DPS) for Elderly Housing Services - Community Housing and 24/7 Service Housing by 30.9.2026. During the validity of the procurement system, the North Karelia Wellbeing Services County may shorten or extend the duration of the procurement system or terminate the procurement system entirely. This will be announced at least six (6) months in advance with an additional information message to the Supplier Service. The shortening, extension, and termination of the procurement system will be announced by publishing a notice regarding the shortening/extension/termination in Hilma. If the duration of the procurement system is changed, the duration of the contracts will also be changed to match the duration of the procurement system. The North Karelia Wellbeing Services County will prepare a new corresponding procurement for housing services and inform service providers separately. ---- The North Karelia Wellbeing Services County, also known as Siun sote, will establish a dynamic purchasing system (DPS) for elderly housing services. A dynamic purchasing system refers to a fully electronic procurement process that is open to all candidates meeting the suitability and minimum requirements for the entire duration. It consists of an establishment phase and a procurement phase. Procurements are made within the system with separate calls for tenders, i.e. internal competitions. Only candidates who have submitted an application for participation and have been accepted into the system have the right to submit tenders in the procurement phase. The different phases of the dynamic purchasing system are described in the participation request under "Other information / Background to the procurement". The established procurement system (DPS) covers the procurement of community housing and 24/7 service housing services for the residents of the North Karelia Wellbeing Services County, also known as Siun sote, from 1.1.2024 to 31.12.2029. Elderly housing services refer to housing services in accordance with sections 11, 14, 21 b and 21 c of the Social Welfare Act (1301/2014). Housing services are provided to individuals who, for a special reason, need help or support in housing or arranging their housing. The aim of elderly housing services is for customers to be able to live in conditions that meet their personal needs in a home-like environment, living their own lives until the end of their lives. The aim of the procurement is to increase the proportion of community housing compared to 24/7 service housing. The suitability and minimum requirements for the procurement are described in the participation request and its attachments, to which the service provider commits when submitting the application for participation. Applications for participation are processed annually at the same time; during September, when all applications for participation received by the end of August of the same year are processed. For the first time, applications for participation will be processed from 1. - 30.9.2023, at which time all applications for participation submitted by 31.8.2023 at the latest will be processed. The next time, applications for participation will be processed from 1. - 30.9.2024, at which time all applications for participation submitted by 31.8.2024 at the latest will be processed, and so on. The service must comply with the directly applicable regulations of the European Union, the laws and decrees of Finland, and the instructions given by the authorities. In addition, the service provider must have sufficient professional, operational, and financial prerequisites to ensure high-quality and customer- and patient-safe services. The application for participation is binding and must be drafted in Finnish. The procurement process is entirely in Finnish.
