The subject of the contract is the implementation of a photovoltaic power plant for the production of electricity intended solely for the contractor's own consumption of electricity associated with the process of wastewater treatment, in the area of the wastewater treatment plant. The contracting authority intends to implement a photovoltaic power plant (hereinafter referred to as the “FVE Plant”) in the area of the wastewater treatment plant for the production of electricity intended solely for the contractor's own consumption of electricity associated with the process of wastewater treatment. Free areas in the designated part of the wastewater treatment plant area and the roofs of selected buildings will be preferentially used for this purpose. Furthermore, at least one charging station (hereinafter referred to as the “charging station”) with a pair of charging points will be installed on the adjacent parking lot to the west of the operational building. Since the contracting authority is not sure how the FVE Plant, as well as the charging station in the wastewater treatment plant area (hereinafter referred to as the “Work”), should be optimally implemented from a technical and economic perspective, it has decided to use the Design & Build method for the selection of the contractor, which also includes the preparation of the final design and the subsequent realization project documentation of the Work (hereinafter referred to as the “project documentation for the execution of the Work” or simply “DPS”). Since the selected supplier will bear the responsibility for the final technical concept of the Work, the fulfillment also includes: (i) ensuring the initial review by a person designated by the contracting authority; (ii) preparing the documentation of the actual implementation of the Work (hereinafter referred to as “DSPS”); (iii) preparing all technical documentation, conducting tests, and any other necessary cooperation for the possible acquisition of a “UPOS” permit and subsequently a “UTP” permit for the FVE Plant from the locally relevant distribution system operator, respecting the valid Rules for the Operation of the Distribution System at the time of commissioning; (iv) obtaining the necessary approvals from the affected state administration authorities, which are a condition for issuing the commissioning decision; (v) preparing all necessary documentation and any other necessary cooperation for the possible acquisition of a license to generate electricity from the Energy Regulatory Office; (vi) preparing all necessary documentation and any other necessary cooperation for the possible successful registration of the FVE Plant in the Central System of the Electricity Market Operator; (vii) training persons designated by the contracting authority in the proper operation of the FVE Plant and charging station(s).
