Poland – Spectrometers – SZP/243-283/2026 Dostawa spektrometrów promieniowania gamma na potrzeby realizacji projektu “EDU PWr - edukacja na Politechnice Wrocławskiej w odpowiedzi na potrzeby nowoczesnej gospodarki i rynku pracy”.

The subject of the contract is the supply of gamma-ray spectrometers for the implementation of the project “EDU PWr - education at Wrocław University of Technology in response to the needs of the modern economy and the labour market”. The subject of the contract will be carried out within the framework of two independent tasks: ● Task 1 entitled “Stationary high-sensitivity gamma spectrometry set - 1 unit” ● Task 2 entitled “Mobile gamma spectrometry set - 1 unit” The project is co-financed by the European Union from the European Social Fund Plus (EFS+) and implemented under the European Funds for Social Development - Priority: FERS.01.00, Action: FERS.01.05. Delivery location: Wrocław University of Technology, Faculty of Mechanical and Power Engineering, Department of Thermodynamics and Renewable Energy Sources, ul. Wybrzeże Wyspiańskiego 27 50-370 in Wrocław, building D2. 2. A detailed description of the subject of the contract is provided in Annex No. 3 to the SWZ – OPZ. 3. The detailed scope of the subject of the contract, being the designed provisions of the agreement on the public contract, is provided in the model agreement, which is Annex No. 2 to the SWZ. 4. CPV code: 38433000-9 – Spectrometers 5. The implementation period is up to 60 days from the date of conclusion of the Contract. 6. In accordance with Article 257 of the uPzp, the Contracting Authority envisages the possibility of invalidating the subject of the proceedings if the funds that the Contracting Authority intended to allocate for the financing of the whole or part of the contract have not been granted to it. 7. The Contracting Authority envisages the application of the so-called reverse procedure, referred to in Article 139(1) of the uPzp, i.e. the Contracting Authority will first carry out an examination and evaluation of the offers, and then carry out a subjective qualification of the Contractor whose offer was most highly evaluated, in terms of the absence of grounds for exclusion and the fulfilment of the conditions for participation in the proceedings. 8. The Contractor is bound by the offer from the date of expiry of the offer submission deadline until 06/03/2027 (90 days). 9. The offer must consist of: 9.1. the Contractor's offer form – constituting Annex No. 1 to the SWZ (interactive form available on the e-Zamówienia Platform, indicating in particular the offer price for the whole subject of the contract appropriately for the given task) 9.2. the declaration, referred to in Section VII point 1 SWZ - JEDZ - interactive form available on the e-Zamówienia Platform 9.3. the declaration, referred to in Section VII point 1a SWZ - (appropriately) Declarations Annex No. 5.1 and 5.2 to the SWZ; 9.4. (if applicable) the commitment of the entity providing resources, referred to in Section VII point 3.3 SWZ; 9.5. (if applicable) the reservations of information constituting a business secret in accordance with Section X point 6; 9.6. the document/-s, from which the right to sign the Offer results in accordance with Section X point 15 SWZ; (if applicable) the appropriate powers of attorney in accordance with Section X point 17 SWZ; 9.7. (if applicable) the Declaration of contractors jointly applying for the contract - in accordance with Article 117(4) of the uPzp; 9.8. Annex No. 3 to the SWZ - the Contractor submits together with the Offer the appropriately completed and signed Annex No. 3 to the SWZ (appropriately for the given task), indicating in particular: - the subject matter evidentiary means, i.e. the parameters of the offered subject of the contract, confirming the fulfilment by the Contractor of the requirements of the Contracting Authority (together with any Information for Contractors) – in accordance with the specified requirement indicated by the Contracting Authority; In accordance with Article 107 of the uPzp, in the event that the Contractor does not submit the subject matter evidentiary means or the submitted subject matter evidentiary means are incomplete, the Contracting Authority will call for their submission or completion within the specified deadline (current on the date of their submission). This rule does not apply if, despite the submission of the subject matter evidentiary means, the offer is subject to rejection or the grounds for invalidating the proceedings occur. - the model, manufacturer of the offered subject of the Contract - in accordance with the specified requirement indicated by the Contracting Authority; The requirement to indicate: “model, manufacturer of the offered device” does not constitute a subject matter evidentiary means.
